Job Description

POSITION OBJECTIVE
The incumbent in this position is responsible to support the team and coordinate effort for system development, introducing improvements and ensuring appropriate compliance and sanction management system in the operations departments.

JOB DUTIES AND RESPONSIBILITIES
•    Maintain up to date account and inventory of guidelines, policies and procedures of operations department.
•    Regularly review operational guidelines, policies, procedure and practices and update them according to preidentified timeline or on need bases.
•    Develop compliance matrixes for procurement, administration, IT, assets management and logistics departments or sections and update them regularly.
•    Closely work with grant management of finance department, P & P, and program departments to collect up to date information of the organization and donor’s compliances and sanction regime and incorporate them in compliance matrix on timely manner.
•    Regularly provide necessary orientations about system, policies, procedures, practices, compliance and sanction regime management to the operations teams in Kabul and regional offices.
•    Develop reporting template and mechanism for different departments of operations and support the team for implementation.
•    Participate actively in new projects proposal development and budgeting activities in coordination with IT, administration and procurement managers to make sure departments needs are incorporated in the new projects.  
•    Actively participate in projects inceptions and reviewed workshops, gather and document necessary information related to operations departments.
•    Support departments heads or managers of operations in capacity building of team members in policy and procedures and compliance management.
•    Map all process of operations departments, regularly measure them for effectiveness, efficiency and compliances and notify the manager and operations director of gaps and bottlenecks.
•    Support the operations team in collecting, consolidating, preparing and submitting of high-quality donor reporting to the requesting department of the organization.  
•    Support the operations team in preparation of quality documentation, writing and editing works.
•    Support the operations team in structure and processes review of the department in Kabul and regional offices.
•    Facilitate internal and external audit of the operations departments including pre audit preparation, coordinating the report review and providing management comments and follow up implementation of recommendations.
•    Support departments’ managers in organizing and facilitating workshops.
•    To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
•    To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    To establish and maintain good organizational and working relationship with departments, regional offices and AKDN agencies.
•    To conduct field visits to regional, area and district office to ensure regular, timely and effective technical supports to the operations teams.  

DECISION-MAKING & AUTHORITY
•    To represent the operations department in platforms and meetings with internal and external stakeholders. 

Job Requirements

JOB SPECIFICATION
•    Bachelor’s in economics, Business Administration or any other relevant field. Masters would be preferred.
•    At least 3-5 years’ work experience in the same field with international development / humanitarian organizations     
•    Ability to work collaboratively with colleagues and individually in a complex and rapidly changing environment.
•    Excellent English writing skills including proofreading and editing.
•    Experience in developing policies, procedures, SOPs and Best Practices would be an added advantage.
