Management Sciences for Health is seeking a Monitoring and Evaluation Officer for a technical assistance project in Afghanistan aiming to:
1. Strengthen capacity of Health Emergency Response (HER) service provider (SP) NGO’s managers and health workers to manage and implement the HIVA interventions through data-driven adaptation and course correction.
2. Institutionalize the implementation of High Impact Value Added (HIVA) interventions at the targeted health facilities (HF).
3. Using the existing data collection mechanisms such as Health Management Information System (HMIS) and Third Party Monitoring (TPM), strengthen the monitoring and evaluation system of SPs to gauge the progress and results of the project.
This future project has an anticipated timeframe of January 2024 – July 2025 and is expected to be implemented in 10 provinces of the country (Badghis, Dykundi, Farah, Ghor, Helmand, Herat, Kandahar, Nimruz, Urozgan and Zabul).
This position will be based in Kabul, Afghanistan and is contingent upon project award and funding.
The Monitoring and Evalution Officer will:
REQUIRED MINIMUM EDUCATION:
Master’s degree in epidemiology, data sciences, statistics or a related field.
REQUIRED MINIMUM EXPERIENCE:
10 years of experience with health data management and analysis.
KNOWLEDGE AND SKILLS:
Excellent command of MERL methodologies.
Knowledge of issues related to quality, access, SBCC, governance and health systems strengthening programs.
Previous experience implementing and managing a rigorous M&E system including developing performance monitoring plans that track performance as sub-results/results and by funding stream.
Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
M&E experience in the health sector desired
Research and operations research experience is desired.
Experience leading and building the capacity of M&E officers, including remote, field-based staff, to meet program needs and deliverables is desired.
Excellent organizational, verbal, and written communication skills to manage project communications and disseminate project information are required.
Excellent skills in MS Excel, Word, PowerPoint, and DHIS2.
Experience with programs/projects strongly preferred.
COMPETENCIES:
Excellent written and oral communication skills in local languages and English. Ability to deliver presentations at high level meetings. Excellent interpersonal skills: demonstrated ability to interact professionally with culturally diverse staff.
