The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of Work
SCA's ABADEI Project aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance.
SCA is seeking a Monitoring and evaluation officer for an anticipated Area-Based Approach for Development Emergency Initiatives (ABADEI) project funded by UNDP. The project aims to protect and stabilize rural livelihoods and build resilience of people and communities in Afghanistan. The project seeks to maintain essential services in WASH and agricultural livelihoods, promote rural businesses and income-generating activities, and strengthen community engagement and participation to support community-led development, social cohesion, and peace.
Monitoring and evaluation Officer under direct supervision of Regional Project Manager will be responsible for observing and ensuring high quality and timely inputs, and for ensuring that a project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner and also responsible for field visit from target groups of Area based Approach to development emergency initiatives ABADEI project with the use of standard tools in north-eastern provinces where ABADEI project is implemented. Providing Monitoring and data verification services including technical assistance, advice, and capacity development to SCA/ABADEI project staff within their respective coverage area. Monitoring Technical services in a way that results-based management is integrated into project. Monitoring and evaluation Officer reports directly to ABADEI Regional Project Manager at Taloqan Regional Management Office (TRMO) and Kunduz Liaison Office (KLO).
