Job Description

Project Background (MHPSS)

Mental Health and Psychosocial Support (MHPSS) is an integral part of International Medical Corps’ (IMCs’) response, especially as part of PHC and Protection response services. IMC provides MHPSS services at each of the three bottom layers of the IASC MHPSS Intervention Pyramid, including Psychological First Aid (PFA) and more intermediate psychosocial support, basic counseling, mental health case management, PM+, Thinking Healthy interventions, and mhGAP-IG.

The International Medical Corps is going to provide the above-mentioned services in four provinces (Balkh, Kunar, Laghman and Nangarhar) and each provincial Office has at least one MHPSS officer with 5-10 MHPSS counselors and Social workers. There are 2 MHPSS Coordination officers in two regional level (Northern and Eastern) for coordination, services mapping and capacity development. As well as there are about 20 (+/-) mhGAP trained GPs, and 20 (+/-) midwives trained on Thinking healthy interventions in the target provinces.

Job Purpose

The MHPSS officer will closely work with MHPSS deputy coordinator, and/ Coordinator, Counselors, and Site Managers and will be responsible for managing/supporting the MHPSS component of the project in the targeted province/ areas, including capacity building of the field staff, and Monitoring/Supervision with on-the-job coaching/training of the field staff and coordination with relevant stakeholders for services mapping and referral pathway.

Main Duties & Responsibilities

  1. Field team will receive regular supervision in case by case.
  2. Manage the MHPSS team in field and support with team building.
  3. Closely coordinate with MHPSS deputy coordinator and contribute for the MHPSS programming including strategy development and monitoring of the project.
  4. Closely work with local NGO partner(s)/MHPSS actors and relevant government focal points for the implementation and monitoring of MHPSS project.
  5. Provide continual technical guidance and support for MHPSS-related trainings and supervision as needed under the guidance of MHPSS coordinator.
  6. Prepare and implement trainings on relevant topics and support national trainers to roll out trainings.
  7. Support the development of MHPSS referral pathways with partner NGO(s) and external service providers to strengthen links to available MHPSS- and Protection-related services. 
  8. In collaboration with local partners, engage community leaders, community-based organizations, and other service providers in supporting beneficiaries to access MHPSS services as well as ensuring their feedback for quality monitoring and accountability.
  9.  Lead the development of MHPSS-related IEC materials Including training tools translation in Pashto.
  10. Oversee monitoring and evaluation of MHPSS programming, and collection and analysis of program data.   
  11. Deliver MHPSS reporting and case supervision report on a regular basis.
  12. Coordinate regularly with other teams, including Medical, protection and Nutrition, for integrated approach to activities and trainings
  13. Participate in MHPSS local coordination meetings for information sharing, collaboration with partners, referral mechanisms, and advocacy for best practices and IASC MHPSS guidelines.

Job Requirements

Qualifications

Essential

  • The qualified candidate will be a mental health professional (BA of psychologist, clinical/counseling psychologist, clinical social worker).

Experience

  • Minimum of 3 years of professional experience coordinating MHPSS projects in humanitarian settings, and supervision of MHPSS team.

Competency

  • Knowledgeable in and experience following IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MHPSS into primary health care settings.
  • Training experience required; capacity and proven track record in national staff and partner training and capacity-building.
  • Strong organizational and supervisory skills
  • Ability to work within a team structure or independently, flexible, and can cope with stressful workload.
  • Honest, hardworking, and self-motivated
  • Strong interpersonal skills and ability to work within different cultural environments.
  • Fluency in English, Dari and or/ Pashto required,
  • Having qualifications/ experience of Problem Management +, thinking healthy and PFA will be an advantage.
