About Coordination of Humanitarian Assistance

Background: Afghanistan is one of the high reported PV malaria cases (11%) among the (85%) of estimated vivax malaria cases among six Eastern Mediterranean countries. Malaria continues to be a major public health problem in Afghanistan. The transmission of malaria is seasonal, and its distribution varies largely from place to place, depending on a variety of factors related to parasites, vectors, and human populations under different geographical, ecological, and socio-economic conditions in the country. 27% of the Afghan population lives in areas at high risk for malaria, 50% at medium risk, and the remaining 23% live in areas with no risk or very low risk of malaria transmission (WMR 2019)

Due to the substantial impact of scaled-up interventions (including the distribution of LLINs through the mass campaign and ANC, the use of a new generation of anti-malarial (ACT) and Rapid Diagnostic Test (RDT), indoor residual spraying during the outbreaks) along with the mobilized serious commitment of the government and international partners, socio-economic improvements, climate changes and some other factors a significant progress has been made toward control of malaria resulting in decreasing its burden in Afghanistan. Countrywide there is a significant reduction in malaria deaths from 47 to zero death and malaria cases from 384,943 to 174,893 (54.6%) compared to 2016 to 2019.

The malaria project is implemented across the country with the biggest operation in the endemic eastern region. UNDP will contract BPHS implementers to deliver the project as an integrated package with the BPHS grants. The BPHS implementers will use its offices across the country, storage facilities, and health centers. To ensure the sustainability of malaria control efforts, malaria case management and surveillance are integrated into BPHS/EPHS health service delivery and the services are delivered through community engagement (CBMM). The use of CHWs to deliver services to the communities ensures efficient coverage of the population in remote areas.

 

Objective: Lead, coordinate and monitor the malaria project activities at the national and provincial levels.

Job Description

Job Summary:

To do all tasks related to the position of mental health supervisor

Duties & Responsibilities:

  • Serve as focal person for mental health services in the program area
  • Conduct needs assessment of mental health training and coordinate training of health workers
  •  Through community networking, ensure proper assessment of mental health and disability problems in the communities
  •  Developmental health referral centers preferably at CHC+ and hospitals and provide systems for quality mental health and referral services for affected persons; Coordinate with heads of Health Facilities on mental health services including referrals
  • Develop a standardized recording and reporting system at health facilities that will allow staff to follow up with patients and link with communities; Ensure accurate client files and records.
  •  Coordinate mental health case finding in the program area and through CHWs
  •   Ensure supervisory field visits using a checklist and tools for ensuring mental health case identification and referrals to health facilities
  •  Facilitate referral of serious mental disorders to the provincial hospital
  •  Maintain up-to-date reports on the operations of the mental health activities and the Social Care and Rehabilitation Programs in the program area.
  •   Ensure training of health staff on mental health counseling and management
  •  Establish a system of feedback at health facilities and health posts for mental health affected persons and systems for reporting, supervision, and monitoring
  •  Ensure the flow of information within the program area, and to other departments or agencies.
  •  Ensure proper coordination with local and provincial organizations and other key stakeholders on issues regarding Mental Health.
  • Liaise and coordinate with other NGOs and sectors dealing with mental health
  •     Provide public education on mental health issues through community dialogue.
  •     Planned, coordinated, and implement community-based programs in collaboration with NGOs and community groups.
  •     Ensure coordination with MOPH on mental health issues, training of staff, and mental health services IEC materials.
  •     Develop, implement, monitor, and evaluate the Social Care Program.
  •     Attend mental health training as required
  •     Ability to work independently under minimum supervision
  •     Carry out other activities assigned by his/her sup
 

Job Requirements

  • Possess relevant qualifications and experience in BPHS, especially in the program area
  • Medical Doctor with knowledge of mental health issues in the program area
  • Have particular interest and willing to be trained in Mental Health
  • Have excellent communication skills
  • Be an active listener and show empathy
  • Be able to relate to a wide range of people
  • Experience and ability to work with communities, partners, and donors for the development of the program
