ORGANIZATIONAL CONTEXT:
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE:
WFP and UNHCR Afghanistan have established of a dedicated COVID-19 Medical Treatment Facility (MTF) in ICON Compound based in Kabul. The urgency was driven by the ongoing spread of the virus not just within the Kabul area but also across all regions of Afghanistan which has placed a massive burden on the current medical support capabilities. The facility is available for the WFP and UNHCR staff and dependents and acts as a COVID-19 MTF and as a stabilization center for MEDEVAC patients awaiting flights out of Kabul to other country treatment centers.
In addition, WFP and UNHCR are in the process of establishment of an expanded medical facility in Kabul and 5 field offices (Kandahar, Mazar, Herat, Jalalabad and Faizabad). This will include primary health care and stabilization in Kabul and provision of medical assistance in the field.
The Medical Facilities Administration Associate will undertake administrative tasks associated with managing the medical clinics as described above under the supervision of the Medical Facilities Project Manager, working alongside the doctors and the Country Office Team.
The Medical Facilities Administration Associate will report to the Medical Facilities Project Manager and will work in close collaboration with the Administration, Finance and Area Offices.
KEY ACCOUNTABILITIES:
The Medical Facilities Administration Associate duties consist in the following:
1. Contribute to a WFP country plan, including administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.
2. Support the production of various data and compile and prepare reports in order to contribute to the provision of accurate information for informative decision-making and to support the effective and timely management of WFP resources.
3. Contribute to planning, monitoring and processing administrative actions related to procurement, finance, human resources, etc., including contracts with external vendors to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues are addressed.
4. Adapt and update administrative processes, supporting the implementation of operating procedures, in order to contribute to the continuous improvement of administration services in the area of responsibility.
5. Answer a range of queries related to the provision of administrative services in order to support the resolution of daily issues.
6. Coordinate the activities of the area offices team involved with the clinic, to ensure individual and team objectives are met in compliance with all relevant regulations, policies, and procedures, and performance plan.
7. Provide training and guidance to staff in interpretation of administrative procedures, policies, processes, and use of corporate systems to ensure consistency and efficiency of services provided to all clients.
8. Undertaking stock take, tracking and recording of consumables, medication and equipment for all medical facilities under the guidance and supervision of the PM to ensure accountability and transparency.
9. Asset management and tracking related to the medical facilities in Kabul (Medical Services and Covid-19 MTF) and the 5 field offices.
10. Contribute to and provide support to the PM in managing the clinics through the United Nations Booking Hub including undergoing trainings required for use of the HUB.
11. Processing of invoices through the booking HUB and WFP systems.
12. Tracking of insurance claims through the booking HUB.
13. Preparation of reports including asset reports, consumable/ medical usage reports, invoices etc through the booking HUB and other WFP management software.
14. Coordination of travel for the third-party services provider and the medical team as and when required.
15. Coordination of building maintenance and repairs as required with the Engineering team.
16. Attend meetings internally and externally as directed by the PM.
17. Provide administrative support for the doctors, patients/escorts and CO related to Medical Referral and Medical Travel as well as with entry medical examinations.
18. Liaison with the security team for issuance of ID cards to Medical Service provider staff, acceptance of patients at the clinic and in particular Covid-19 patient acceptance following the established medical and security protocols.
19. Continuously improve Medical Services reporting and expenditures by type of aggregated diagnoses.
20. Prepare the budget, expenditure and deliverables under the agreements with clients and service providers.
EDUCATION:
Bachelor’s degree in Project Management, Business Administration, International Relations or other related field.
WORK EXPERIENCE:
Minimum 6 years of Project Management experience in similar or related field. Previous work experience in UN or International NGOs preferred. Experience in Project business support services and reporting, internal controls, financial tracking, asset management. Experience in with working in databases and other Microsoft software. Experience in client/patient assistance and maintaining confidentiality. Experience as a “team player”
Language:
Fluency (level C) in English, Dari and Pashto.
