About Coordination of Humanitarian Assistance

Background: Afghanistan is one of the high reported PV malaria cases (11%) among the (85%) of estimated vivax malaria cases among six Eastern Mediterranean countries. Malaria continues to be a major public health problem in Afghanistan. The transmission of malaria is seasonal, and its distribution varies largely from place to place, depending on a variety of factors related to parasites, vectors, and human populations under different geographical, ecological, and socio-economic conditions in the country. 27% of the Afghan population lives in areas at high risk for malaria, 50% at medium risk, and the remaining 23% live in areas with no risk or very low risk of malaria transmission (WMR 2019)

Due to the substantial impact of scaled-up interventions (including the distribution of LLINs through the mass campaign and ANC, the use of a new generation of anti-malarial (ACT) and Rapid Diagnostic Test (RDT), indoor residual spraying during the outbreaks) along with the mobilized serious commitment of the government and international partners, socio-economic improvements, climate changes and some other factors a significant progress has been made toward control of malaria resulting in decreasing its burden in Afghanistan. Countrywide there is a significant reduction in malaria deaths from 47 to zero death and malaria cases from 384,943 to 174,893 (54.6%) compared to 2016 to 2019.

The malaria project is implemented across the country with the biggest operation in the endemic eastern region. UNDP will contract BPHS implementers to deliver the project as an integrated package with the BPHS grants. The BPHS implementers will use its offices across the country, storage facilities, and health centers. To ensure the sustainability of malaria control efforts, malaria case management and surveillance are integrated into BPHS/EPHS health service delivery and the services are delivered through community engagement (CBMM). The use of CHWs to deliver services to the communities ensures efficient coverage of the population in remote areas.

 

Objective: Lead, coordinate and monitor the malaria project activities at the national and provincial levels.

Job Description

Job Summary:

The Gynecologist/Obstetrician works in the hospitals (PH) to predominantly diagnose investigate and manage all deliveries, and complications of pregnancy and also manage complications that may occur in the newborn. She/he should have the qualification of an MD doctor with a postgraduate diploma in obstetrics and gynecology. She/he should have worked at least three years and have good communication skill also assumes responsibility and accountability for their practice, applying up-to-date knowledge and skills in caring for each patient. He/she works as a member of a team that includes all staff of the hospital.

Duties & Responsibilities:

1. Diagnose, investigate and manage complications of pregnancy i.e. antepartum hemorrhage, postpartum hemorrhage, obstructed labor, eclampsia, etc.
2. Support (on-call) other staff, who manages normal deliveries, premature labor, breech delivery, or other cases with complications.
3. Perform assisted delivery and perform manual removal of the placenta if required.
4. Repair cervical tears, and vaginal tears, perform D & C, E & C, etc.
5. Assist in operation theatre for obstetrics and gynecology operations (work with the surgeon).
6. Promote birth spacing-counsel as well as provide services i.e. insert and remove IUDs.
7. Be able to resuscitate the newborn if required and have knowledge in the management of pre-term and low birth weight infants.
8. Counsel and educate patients, in relevant areas of health.
9. Obtain specialized assistance as necessary (consultation or referral)
10. Share knowledge, skill, and expertise with medical, midwifery, and nursing students and all professional staff concerning their job requirements.
11. Perform limited, select administrative duties such as patient charting, recording and reporting of data, clinic and/or facility management, or coordination of specific educational programs.

12. Follow organization HR official policies.
13. Follow established departmental policies, procedures, and objectives; continuous quality improvement initiative; safety, environmental, and infection prevention standards.
14. Participate in the provision of 24-hour, six-day maternity service, which may require evening and night.
15. Supervise and monitor all maternity activities of the health facilities.
16. Identify and report immediately any problem which interferes with the delivery of services or in achieving the program objectives to his/her immediate supervisor.
17. Participate in the weekly meetings of the health facilities to share information and discuss the program's progress.

Note: Measurement of the standard of performance is based on judgment by the immediate supervisor (MCH/EOC Officer) on his/her own observation, feedback from the staff, and the community

 

Job Requirements

  • Be Afghan
  • Graduated from recognized Medical Faculty.
  • Having experience of MD in NNGO or INGO for 2-3 years.
  • Able to speak in Pashto, Dari.
  • Able to work in a fast pace environment.
  • Having 2-3 years’ experience in BPHS/EPHS.
  • Able to go to the field.
