Job Description

Overall purpose

To be a senior officer supervisor/clinical lead on the Health & Nutrition team (HNT) providing integrated health and nutrition services to targeted communities. Provide outpatient consultation for women and children, supporting the team to deliver high quality care according to standard guidelines and best practice. Oversee provision of IMNCI, RH (ANC, PNC & FP), Nutrition, injury and trauma care and community health activities

RESPONSIBILITIES

  • Overall implementation, supervision and leadership for the BHC.
  • Provide outpatient consultation for women and children under 5, including IMNCI.
  • Provide clinical lead supporting IMNCI nurse and midwife, Nutrition nurse, EPI nurse to manage cases and ensure high quality of care delivered.
  • Direct involvement in clinical care delivered in the BHC/mobile clinic; treatment of childhood illness, vaccination screening, RH (ANC, PNC & FP), injury and trauma care as first aid support including first dosage of treatment and urgent referral in the assigned locations.
  • Ensure all staff in the health team are following national guidelines and organizational protocols.
  • Coordinate with existing Community Health structures (Health Shura, CHNWs,) and health promotional communication, in the assigned catchment areas.
  • Ensure daily data collection process is followed and recorded for all curative health activities.
  • Establish appropriate clinical referral pathways from each mobile site to appropriate facilities.
  • Ensure medicine stock management at clinic site correctly managed and submit time stock requests to logs team for medicine, supplies, and equipment.
  • Any other activities not listed in the JD but requested by line manager and Health & Nutrition Project Manager.

 

Supervisory responsibilities:

  • Provide daily administrative and clinical over sight  of health activities at the assigned health facility team.
  • Coordinate with staff and check patient flow and organize the team and the site efficiently and according to quality standards.
  • Oversee the implementation of IMNCI, RH, injury, and trauma care, OPD SAM and MAM services, IYCF services and community components of IMAM following national guidelines and support community health activities, establish referral pathways to strengthen links between project locations and existing CHC/DH in project areas of operation.
  • Assist with on-the-job training of health mobile team and nutrition staff in managing co-existing illnesses, triage, and thorough assessment and referral.
  • Ensure adherence to the organization’s values and professional behaviour of all nutrition staff and take the lead in resolving problems if needed.
  • Support PSS staff with referral and follow up of cases requiring referral to Mental Health PHC consultation or specialised care.
  • Coordinate and liaise with the CHNWs covering the BHC site.

 

Technical responsibilities (involvement as needed):

  • Provide medical assessment of children and women provide attending for PHC services and provide appropriate medical treatment following national protocols, IMNCI, Nutrition and RH guidelines.
  • Examine children admitted to nutrition programme for co-existing illnesses/IMNCI or complications and provide appropriate medical treatment or referral according to IMCI guidelines.
  • Review complicated IMNCI cases and especially children under 6 months and take the final decision on referral to the hospital.
  • Review complicated RH beneficiaries and take final decision on their referral.
  • Ensure appropriate education and counselling is
  • given to the beneficiaries and care takers.
  • Ensure treatment is given according to guidelines and protocols approved by National MoPH

 

Quality management:

  • Ensure accurate record keeping of all activities at the BHC/mobile teams or in the communities.
  • Submit required daily, weekly, and monthly reports. Carry out required quality checks according to provided checklists.
  • Clinical supportive supervision and on the Job training to mobile team and community staff.
  • Ensure the functionality of feedback mechanism and AAP from beneficiaries.

 

External representation:

  • Liaise with stakeholders providing health in the same location, especially for referral.
  • In collaboration with the Health Manager and other HNTs operating in the same district ensure staff of referral facilities are informed of all aspects of the program including referral pathways
  • Assist in mapping of villages and communities that have poor access to health and nutrition services.
  • In collaboration with the Health Manager, establish referral pathways to appropriate health facilities, paediatric and inpatient facility.
  • Act as the team focal point for community leaders and beneficiaries in the assigned catchment areas.
  • Provide feedback to the Health Manager, Health & Nutrition Project Manager on community specific challenges and barriers.

 

Logistics:

  •  
  • Prepare regular stock requests to ensure sufficient stock (medicine, medical supplies, and non-medical supplies) is available at the clinic location.
  • Support and provide guidance to Pharmacy Assistant in safe storage of all medicine’s medical supplies and equipment.
  • Monitor expiration dates to ensure stocks are used prior to their expiration date.
  • Report any suspected or identified fraud cases at the Health and Nutrition site to the Health Manager/Project Manager

Job Requirements

Education

  • Graduate from recognized medical faculty BPHS /PHC related training, IMNCI, RH, Immunization in Practice training
  • Pediatrician
  • RMNCH, IMNCI, RH trainer

 

Relevant experience

  • Minimum 2 years relevant post graduate experience
  • Experience in implementation of IMNCI and RH activities
  • Experience implementing BPHS/PHC/ IMNCI/ EPI and Nutrition programs.
  • Working/implementing in BHC/mobile team
  • Working with an international organization

 

Languages

  • Dari/pashtoo oral and written skills
  • Good command of English
  • Good English oral and written skills

 

Computer

  • Strong MS Excel, MS Word and ODK
  • Proficiency data analysis and reporting
  • Familiar with DoPH, PHC, and HMIS reporting

  • Ability to organize a health facility site efficiently and orderly, coordinating team members and beneficiaries, identifying bottlenecks, and providing solutions
