Job Description

ROLE PURPOSE:

  • The MEAL Officer (Education and Child Protection) will work under the Emergency Response Manager and with close coordination with the Response Team. The MEAL Officer (Education, CP and, IMHNT, WASH) will have a dotted reporting line to the MEAL Coordinator a respective Area Office.
  • The MEAL Officer will execute MEAL system development and implementation across the education, CP and WASH programme interventions in the designated area. The role will also ensure a smooth functional MEAL system across all education, CP and WASH projects of the designated field office. This will include working closely with Implementing Partners (NNGO’s and INGO’s implementing different programmes).
  • Conduct frequent quality monitoring visit against Quality Benchmarks randomly and capacitate to the program team for regular MEAL template/format/form of data collection and reporting as well as update Output Tracker (OT) and Indicator Performance Tracking Table (IPTTs) of all education, CP and WASH projects in the field office.
  • Support to the Emergency Response Manager and the Response Team to operationalize baselines, endlines, assessments and research pieces in line with the evaluation guidelines. The MEAL Officer will be responsible to execute the accountability mechanisms across the project intervention locations, ensure functional feedback and response mechansims within the designated field office. Keep good coordination and collaboration with all program team and partner staffs as well. Maintain regular report preparation and share with proper channel.

SCOPE OF ROLE:

Staff reporting to this post: MEAL Assistants (education, CP and, H&N, WASH Projects)

Role Dimensions: The MEAL Officer (education, CP and WASH) will be based in the field office with ongoing Education, Health & Nutrition, Child Protectionand WASH programs.

KEY AREAS OF ACCOUNTABILITY:

 

A: Monitoring.

  • Develop/review Monitoring Checklist of program activities for utilization in conducting regular project monitoring at the field office.
  • Capacity building of program staffs on project related M&E format/template/form of data collection; Output tracker (OT) and Indicator Performance Tracking Table (IPTT).
  • Organize frequent field visit to monitor program activities/interventions against Quality Benchmarks and Checklists and produce & share reports to concerned program team as well as management team based on quality and accountability findings and incorporate inputs from program team in action agreed plan.
  • Support program staff to strengthen joint planning and monitoring with stakeholders. This alaso incorporates monitoring of partner related interventions.
  • Assist to MEAL Coordinator and Program Manager for conducting situation analysis studies.
  • Contribute to the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan etc.
  • Provide inputs into the development and revision of project MEAL plans.
  • Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis. Regularly working with the project team to update the IPTT and other output report.
  • Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.
  • Review & reflect whether the Detailed Implementation Plans is followed as per the plan or not during all staff meeting.
  • To carry out follow-up monitoring visits to materialize action agreed in action plan also maintain the Action Plan Tracker at the field office level.
  • Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Share all information (monitoring reports, FRM database preliminary inquiry reports) with MEAL Coordinator and the education, CP and WASH Programme Manager.

 

B: Evaluation.

  • Support the MEAL Coordinator and the Research Team in operationalizing assessments, evaluations and research engagements through training and engagement of enumerators based on the assessment or research design.
  • Support to evaluation team while conducting periodic evaluation of project intervention at field level, if required.
  • Ensure quality case studies are documented through program team and shared across the necessary platforms.

 

C: Accountability.

  • Establish an effective functional system for complaints/feedback handling and response mechanisms (FRM) at community level in the support of MEAL Assistant.
  • Ensure the Feedback and Response Mechanisms (FRM) are functional and accessible to beneficiaries.
  • Liaise with the Accountability Team to develop regular trend analysis of complaints at organizational level and share it with program team as per protocols.
  • To assist MEAL Coordinator in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.
  • Make sure that the action agreed plans and CFM action plans are followed in timely manner or not by health and nutrition program team.
  • On quality and accountability issues, share all information (monitoring reports, FRM databases, preliminary verification reports, case studies etc).
  • Share MEAL findings & CFM issues in each monthly meeting as defined in the protocol.
  • Ensure that the FRM guideline is being followed by all staffs within Save the Children.

 

D: Learning.

  • Assist to MEAL Department, education, CP and WASH Program Manager for developing quality reports and findings.
  • Generate periodic reports and share along with document the key learning from the MEAL system.
  • Ensure the key learning's are incorporated in upcoming plan and interventions.

 

E: Reporting.

  • Produce and share MEAL monthly, quarterly, half yearly and cumulative yearly compile report to the MEAL Coordinator and education, CP and WASH Manager through the indicated channels.
  • Ensure that all the data related to MEAL action Plan tracker & FRM database are recorded and updated in a timely manner through MEAL Assistant.
  • Coordinate closely with all SC staffs and report with updated complaints registered, their resolution process, Action plan tracker & other MEAL related issues.
  • Any other tasks given by line manager.

Job Requirements

  • A Bachelors degree in a Education, Protection sector or social sciences with experience in the Education and/or Child Protection sector.
  • At least 3 years of monitoring and evaluation and/or research experience with at least 1 years Officer level experience preferably with INGOs.
  • Familiarity and experience with Education, Child Protection programmes and their respective MEAL requirements.
  • Experience working with Partners across development and/or humanitarian projects.
  • Trained in data management and with at least one-year experience working with Excel managing databases.
  • Experience in undertaking programme learning initiatives and documenting case studies.
  • Familiarity with project frameworks (design/implementation/M&E) cycle.
  • Experience in quantitative and qualitative data collection (M&E methods) and data analysis.
  • Commitment to and understanding of SCI vision, mission and values.
  • Enthusiasm, motivation, self-confidence, and a proactive approach to problem solving.
  • Excellent interpersonal skills and can work as part of a team.
