About AWEC

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description

Main Responsibilities:

As the MEAL Officer, you will operate under the guidance of the Project Manager and MEAL specialist, ensuring close coordination with CAFOD to optimize the efficiency and effectiveness of project activities. Your primary duties encompass comprehensive monitoring of project activities, overseeing the tracking of project and trainees' records and performance, monitoring outcomes and project indicators, and supervising project activities in the provinces, including conducting field visits.

  • Contribute to the development of the Monitoring, Evaluation, Accountability, and Learning (MEAL) plan for the HELA project.
  • Engage in progress meetings with donors to provide updates on project activities, plans, and any challenges encountered, and prepare MEAL-related documents as required by the project manager or donors.
  • Assist the Project Manager in monitoring and evaluating HELA project activities, including vocational training initiatives.
  • Develop output level indicators and monitoring and evaluation tools to gauge project progress effectively.
  • Keep the MEAL framework updated, incorporating any necessary changes proposed by the project manager and donors.
  • Ensure that all requisite tools for due diligence and risk assessment are readily available to the Project Manager and coordinators at the field level.
  • Support the Project Manager in crafting detailed project activity sheets by outlining planned activities per project work plans and proposals, and collaborate with partner organizations to ensure timely implementation.
  • Design various assessment tools such as interview questions, qualitative and quantitative surveys, focus group discussion (FGD) guides, and any other relevant instruments.
  • Prepare reports based on collected data, including conducting data analysis, data entry, and any other tasks associated with reporting.
  • Evaluate and monitor the participation in vocational training programs, assessing their effectiveness and impact.
  • Assess the quality of education provided at centers, identifying any deficiencies in teaching methodology, student engagement and attendance, and examination processes.
  • Conduct field visits to monitor the implementation status of projects and address any disparities between program execution and project objectives.
  • Maintain proper documentation of MEAL documents in a systematic filing system.
  • Aid the project team in data collection, organization, validation, cross-referencing, and screening of project activities.
  • Undertake any additional tasks as instructed by the project manager to ensure the smooth operation and success of the project.

Qualifications: 

Bachelor in relevant field

Experience & Skills: 

At least 3-4 years’ experience

Fluent in Dari, Pashto & English written and spoken

Computer skill in MS. Office packages

Familiar with planning & prioritizing tasks

Honest, Motivated, tolerant, active and well mannered

Strong Interpersonal, communication & reporting skills
