Humanitarian relief is another most needed service which CICA offers with the help of our generous donors. CICA helps people who are in need of food, drinking water, and other medical supplies. CICA's team members have great knowledge of the individuals and communities in need and the areas which are severely impacted by war and natural environmental causes. Through the help of our organization and humanitarian resources, we are saving the lives of many peoples who are in desperate need of help. Our support is making a life-saving difference in people's lives.

Community development is very important for every society because when members of the communities are self-reliant and independent, they could support their families and create opportunities for those who are less fortunate. So, that is why CICA is committed to delivering programs such as educational, community recreational, athletic, and other community development programs which directly make a positive difference within communities. Our programs help communities to develop and become self-reliant. CICA deliver services to all the people in need regardless of their gender, race, color, religion, or social status.

Job Description

Job Description:


CICAs policies, guidelines, and procedure:

  • Actively promote the prevention of sexual exploitation and abuse (PSEA) standard within CICA and amongst its beneficiaries.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the code of conduct, ethics, values, and standpoint with regard to internal and external actions.
  • Apply basic monitoring, evaluation, accountability, and learning concepts and the purpose of MEAL, with a specific to AAP and CHS, affected population (AAP).
  • Manage the implementation of policies and procedures for monitoring, evaluation, and reporting in the country-specific to AAP and CHS commitments.
     

Project design and planning:

  • Participate in needs assessment by organizing the training for enumerators on assessment methodology, tools, and respondent selection, and supervise field team to ensure field-level data integrity.
  • Ensure that MEAL activities are participatory monitoring, evaluation, accountability, learning, and needs assessment and uphold an accountable and useful MEAL system.

 

MEAL System:

  • Ensure that different components of the MEAL system are functional and relevant and maintain IPTT to track output, outcome, and impact indicators and their measurement in the different sectors of relevance.
  • Support the MEAL department in the development of a database for all programs by using available technologies.
  •  Organize and lead data collection activities following the data collection and reporting flow put in place for a project.
  • Use tools for tracking projects' progress and bottlenecks and develop simple data collection tools based on monitoring indicators.
  • Maintain an effective M&E system (ensure data collected is translated to the M&E Framework/IPPT).
  • Conduct regular field visits.
  • Conduct periodic data analyses and triangulate to the MEAL exercise. 

Data Quality Management:

  • Conduct periodic data quality audits to assess the quality of collected data for indicators.
  • Mitigate data pitfalls, and issues and ensure that strategies for quality data are in place. 
  • Report data quality issues to the MEAL Manager/Coordinator.
  • Adhere to the fundamental concept of data quality.  
  • Conduct on-site routine data quality audits at community levels.
  • Assess the quality of collected data for indicators. 
  • Provide supportive supervision on data quality at facility and community levels.

  

Sampling:

  • Apply the concept of 'random sampling' following instructions/guidelines of a manager.
  • Apply the 'spin-the-bottle' method used for the selection of households in population-based surveys.
  • Implement probability and non-probability sampling techniques as and when appropriate after consulting with the manager.
  • Develop a sampling frame and carry out sampling following instructions (manager, guidelines).

 

Qualitative and quantitative techniques:

  • Use different qualitative and quantitate methods of data collection including structured/semi-structured, Interviews, key informant interviews, in-depth interwove, focus group discussions, focus group discussions, and direct observations as an M&E tool. Conduct training on qualitative techniques for data collection for MEAL, program, and interviewers.
  • Develop and use key qualitative tools (observation checklists, guide for group discussion, and interview) for monitoring purposes.
  • Engage with communities on accountability and conduct community consultations.
  • Apply the different interview techniques (structured/semi-structured) and use appropriate questions for monitoring purposes as and when appropriate.
  • Engage with communities on accountability and conduct community consultations with understanding Representatives of populations.
  • Conduct regular/when required site visits to monitor the data collection process to ensure data quality.

 

 

Mobile and manual data collection:

 

  • Determine the appropriate data collection tool based on the purpose, advantages, and disadvantages of c
  • Install and configure mobile data collection tools (OKD collect, Kobo collect, ONA collect, etc.) on smart Phones or tablets.
  • Design a simple questionnaire using XLS form and configure mobile phones and tablets for mobile data collection.
  • Use smartphones/tablets for data collection.
  • Provide training to MEAL staff and enumerators on mobile data collection mechanisms and software.
  • Perform description and bivariate data analysis using Excel Pivot tables or statistical software.
  • Interpret frequency tables, bi-variate cross tables, and the mean and median.

 

Evaluation design:

  • Contribute to the preparation of project evaluation and facilitate field-level work.
  • Apply Fundamental principles of evaluation (concepts, purposes, and types of evaluation, contribution versus attribution, and counterfactual).
  • Use and supervise quantitative, qualitative, and mixed methods of dais collection in evaluation.

 

Techniques for presenting information:

  • Communicate clearly the findings of monitoring activities and review against targets set by the project.
  • Compile data and indicators at the project's level for reporting in a clear and concise manner, providing all required information
  • Process the skills to use PowerPoint to share results of data analysis and monitoring

 

Management and leadership:

• Supervise MEAL Assistants, MIAL monitors, and survey enumerators at the fid site level.

• Coordinate with the manager/program staff for data collection/MEAL activities.

Capacity development and training:

 

  • Deliver basic training to teams (data collection methods, use of tools, and concepts M&E).
  • Assess the knowledge change of participants to the training.

 

Knowledge Management and Learning:

 

  • Organize the documentation of the project's activities, results end processes.
  • Organize secondary data (internal and external sources).

 

Community-Based Feedback and Response Mechanism:

  • Adhere to key concepts and commitments regarding accountability to affected populations (AAP), Including IASC CAAP, CHS, and Sphere Humanitarian Charter.
  • Ensure that all data collected via the CBFM has been reported to the manager in a timely manner, by creating a complaints database.
  • Support the Accountability officer and/or MEAL Manager/Coordinator in implementing and monitoring the CBFRM, accountability Initiatives, and practices across the Mission.
  • Support the implementation of a methodology to communities on their preferences based on the operational context.

Conflict Sensitivity:

  • Monitor the general contact through regular field visits and report issues affecting beneficiaries and intra-community relations.
  • Conduct community consultations and engage with communities to ensure accountability by applying different interview techniques (structured/semi-structured).
  • Ensure des collected is representative of the population and demonstrates an understanding of social dynamics.

Perform other duties and responsibilities as required

 

Job Requirements

  • At least 3 years of experience in the design and implementation of M&E/MIS in development projects Implemented by national/international NGOSAN bodies Government.
  • Experience in designing tools and strategies for data collection, analysis, and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.

 

Language Requirements:

Fluency in both written and spoken English Dari and Pashto.

Travel and/or Work Environment Requirement

The position is based in Kabul with frequent travel to the project districts and communities.
