The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
POSITION OBJECTIVE
The MERL (M&E) Officer is responsible for supporting the proposed output level monitoring and evaluation, quality assurance, data management and monitoring visits considering the M&E standards and approaches. Ensure data quality and proper supervision in the field. He/She will also contribute to data collection, analysis and reporting of various M&E activities and studies particularly data management related to AP. At the same time, he/she will also support the MERL team where required and are compatible with his/her skills and capacities.
As the position for the job holder will mostly be funded by AP Asia project, s/he is expected to work 100% of her/his time on AP Asia project M&E activities. Additionally, job holders may spend up to approximately 80% of her/his working time focusing on monitoring & data management, but up to 20% on a second area (e.g., output level monitoring tracking, MIS and GIS).
The position holder will closely work with AP investment team in Badakhshan and Kabul and ensure regular project output level monitoring and data collection, including data analysis and reporting to AP management and MERL unit as well. The position requires a highly cooperative and coordinative attitude and will be responsible for the overall output level M&E within AP Afg. and will be reporting to AP Afg. country manager with dotted line to AKF MERL Unit.
JOB DUTIES AND RESPONSIBILITIES
• Data Collection and Management
Output level routine monitoring, data collection, data management, analysis and reporting as well as facilitating the outcome level monitoring as needed.
Data entry of all applications in the excel dashboard and complete the missing information in the applications from the supported businesses in a timely manner.
Data collection from supported businesses in a regular and timely manner (monthly, quarterly, annually).
Support, train and provide technical assistance to enumerators at field level in data collection, entry, and reporting. Ensure the quality of data collection by enumerators.
Store and manage the project data in AP assigned storage and ensure confidentiality.
• Technical Support and Management
Contribute and support in the design and implementation of baseline, midline and end-line studies as proposed in projects through technical inputs and facilitation in the areas of, design, implementation, analysis, and reporting.
Contribute to the preparation and facilitation of ToTs and enumerators training for all M&E related studies where required.
Support the updates of projects PMF according to grants proposal in coordination with MERL and AP.
Support the data quality of all AP M&E related studies through proper supervision, training, and feedback loops.
Support the data extraction and provide data and information for proposal development and Global Core Indicators when needed.
Organise and facilitate joint monitoring visits of different program areas including quality control and quality assurance mechanisms.
Support in performing quality assurance visits and its reports where required.
• Reporting
Update AP team members on key data analysis, feedback from supported businesses/entrepreneurs.
Support data management and MERL team regarding data cleaning, analysis, and quality checks at AKF Afg. and AP Afg. and regional team on regular basis (monthly, quarterly, annually).
Support the overall reporting for M&E related studies/activities including baseline, midline and end-line as needed in coordination with regional MERL team.
Contribute and support the dissemination events including developing power point presentations, agenda, and handouts.
Ensure that all M&E related activities are followed by field reports which later complement the studies’ reports as required.
Ensure that all monitoring findings are reported on time to relevant sources.
Ensure to provide required reports on output level to both AP & MERL and other stakeholders/donors.
In close collaboration with regional teams, support the dissemination of monitoring findings and ensure that feedback is recorded.
• Coordination
Support the coordination of all M&E related studies and activities of AP Afg.
Support the coordination on timelines, budget, responsibilities and expected deliverables of M&E activities.
Support the coordination of all monitoring visits with AP team, AKF MERL, and AP regional MERL unit.
Support the coordination of reporting and dissemination events at AKF and AP levels.
Support and coordinate the planned ToTs and training of enumerators with MERL teams as required.
• Commitment to Child Safeguarding
To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
Any other M&E related tasks: as may be required and/or given by the AP country manager and or his/her designate, AP MERL.
DECISION-MAKING & AUTHORITY
Update AP team members for any special task and support.
Ensure that consultation with AP team and supported businesses are key elements of AP/AKF work.
Support the planning and implementation of planned TOTs, enumerators’ training, and monitoring visits.
Support the team and contribute to teamwork environment within AP and regional MERL.
JOB SPECIFICATION
At least Bachelor’s degree in social sciences, economics, computer science or related field, master’s degree is preferred.
At least 3 years of experience in the field of M&E with reputed organization in Afghanistan context.
Female candidates with 2 years of experience are encouraged to apply.
Proficiency in Google Earth, MIS, GIS, Microsoft Office mainly Excel, Word and Power Point including online data management and data entry platforms.
Proficiency in Power BI, ODK, ONA & KOBOO will be a plus point.
Experience of using database management software.
REQUIRED CORE COMPETENCIES
Ability to work under pressure with tentative deadlines.
Proficiency in English, Dari, and Pashto.
Ability to work in distant field level with minimum duration of 3 months.
Ability to promote organizational learning and knowledge sharing with AP team.
Having experience of qualitative and quantitative research skills.
