Job Description

Major Duties and Responsibilities:

  • The M&E Officer is responsible for supporting the Regional M&E Coordinator with monitoring, evaluation, and reporting of projects/programs throughout the region.
  • Assist in collecting, analyzing, visualizing, and summarizing project data on regular basis and provide M&E and Program team with accurate and reliable data/information on timely basis.
  • Participate in monitoring and evaluation of projects/programs as per projects’ M&E plan and document project progress on regular basis.
  • Conduct field quality monitoring visits in different project areas, particularly the Community-based Education (CBE) classes and provide feedback/recommendations for the project team to ensure alignment between the project work plan and implementation in the field.
  • Assist project teams in setting-up a harmonized filing system for all CBE classes and ensure that all the means of verifications related to program/project activities are collected and well-documented.
  • Assist the project teams in data entry into the NAC’s Management Information System (MIS) on regular basis.
  • Assist the regional M&E coordinator in preparation of Monthly Output Activity Tracking Sheet (MOATS) in coordination with the program/project coordinators and provide on-time reports to the national office.
  • Maintaining access to the Beneficiary Feedback Mechanism (BFM) in the project area, retrieving the collected feedbacks, and circulating to responsible staff to ensure timely response to the feedbacks and complaints.
  • Ensure on-time submission of monthly reports including 5Ws, M&E Matrix, PSEA and quarterly reports to the donor in coordination with the regional M&E coordinator.
  • Participate in organizing and conducting baseline, midline, and endline studies.
  • Assist the project team in conduction of CBE mapping, profile surveys, and post-distribution monitoring.
  • Assist M&E Coordinator in data analysis, documenting quality-based success stories, case studies, Individual Interviews, and Focus Group Discussions (FGDs).
  • Assist the program teams in applying the M&E system and approaches
  • Attend in M&E trainings/workshops to remain current on best practices in monitoring and evaluation.
  • Perform any other duty as may be directed by the supervisor from time to time.

 

Other Duties/Responsibilities:

  • S/he is expected to play a good and effective team player role in the office and field.
  • S/he is expected to play a great integrator role among all components.
  • S/he is responsible to contribute to reduce poverty in rural communities of Afghanistan by undertaking and fulfilling her/his above-mentioned specific task.

Job Requirements

Languages Required:

  • Proficiency in English, Dari, and other local languages

 

Qualifications Required:

  • Bachelor’s degree in a relevant discipline (Business Administration, statistics, social sciences, development studies, Computer science or any other relevant subject) required;
  • Work experience in Education projects (particularly with CBEs) is an asset and additional working experience in Natural Resources Management and Disaster Risk Reduction is preferred;
  • Proficiency in reading and writing in English language

 

Experience Required:

  • Minimum 3 years experience in M&E, research, MIS, data analysis, monitoring, and reporting with NGOs (particularly in Education component)

 

Skills Required:

  • Advanced computer knowledge (MS Office) is required;
  • Attention to detail;
  • Familiarity with quantitative and qualitative data analysis skills required;
  • Familiarity with Kobo data collection system is preferred;
  • Knowledge of statistical programs (e.g., SPSS, and advanced MS Excel) is preferred;
  • Ability to work in hard-to-reach and conflict-affected communities is required;
  • Excellent communication, facilitation, and presentation skills;
  • Excellent report-writing skills;
  • Ablet to manage time properly and maximize work efficiency;
  • Ability to manage diverse activities to meet deadlines;
  • Being an innovative thinker with the ability to work independently and as a member of a team.
