The Afghanistan Capacity Development and Educational Organization (ACDEO) is an Afghan, non-governmental, non-political, non-profit and nationally registered NGO established in 2012. ACDEO is committed to Afghanistan’s development and is dedicated to assisting the country’s most vulnerable individuals by enhancing social welfare and promoting a better quality of life for Afghans and their families within the framework of Islam.

ACDEO provides women and children the opportunities for mental health and psychosocial counselling, and education enabling them to help themselves and their families. ACDEO has primarily focused on supporting Afghan women and their families in different areas such as Family Support Helpline, Education Promotion and Sustainability Promotion.

ACDEO vision is “a just and peaceful Afghanistan for women, children, and men have enhanced knowledge of their rights, access to personal support, and opportunities for employment and income generation”.

Job Description

Position Overview:

The M&E Manager will oversee the development and implementation of the Monitoring and Evaluation framework for ACDEO projects. The role will ensure that M&E activities are effectively integrated into project planning, implementation, and reporting processes, providing comprehensive insights into project performance and impact.

Duties and Responsibilities:

  1. Develop and implement comprehensive M&E systems, frameworks, and methodologies.
  2. Create tools and processes for data collection, analysis, and reporting
  3. Oversee the collection of qualitative and quantitative data related to ACDEO projects
  4. Ensure data quality and integrity.
  5. Analyze data to assess progress against projects goals and objectives.
  6. Prepare regular reports on project performance for stakeholders, including donors, management, and government.
  7. Present findings and recommendations based on M&E data to ACDEO management/donors.
  8. Train project staff in M&E principles and practices.
  9. Provide ongoing support and mentorship to enhance M&E capacities.
  10. integrate M&E activities into project planning and implementation processes.
  11. Participate in the design of new projects, ensuring M&E considerations are included.
  12. Monitor ongoing project activities to ensure they are on track and aligned with project goals.
  13. Identify and address any issues or challenges that arise during implementation.
  14. Conduct mid-term and final evaluations of projects.
  15. Use evaluation findings to inform future project design and implementation.
  16. Engage with project stakeholders to gather feedback and ensure their needs and concerns are addressed.
  17. Facilitate stakeholder meetings and workshops related to M&E.
  18. Implement and utilize M&E software and technology to streamline data collection and reporting processes.
  19. Stay updated on new technologies that can enhance M&E efficiency.
  20. Identify and manage risks related to M&E activities.
  21. Develop and implement mitigation strategies as needed.
 

Job Requirements

  • Education:
    • Bachelor’s or Master’s degree in Monitoring and Evaluation, Social Sciences, Statistics, Development Studies, or a related field.
  • Experience:
    • Minimum 6 years of experience in M&E with a bachelor’s degree/4 years of experience with a master’s degree
    • Proven experience in designing and implementing M&E systems and frameworks.
    • Experience in data collection, analysis, and reporting.
  • Skills:
    • Strong analytical and critical thinking skills.
    • Proficiency in M&E software and data analysis tools (e.g., SPSS, STATA, R).
    • Excellent communication and interpersonal skills.
    • Ability to work collaboratively with diverse teams and stakeholders.
