About Coordination of Humanitarian Assistance

Background: Afghanistan is one of the high reported PV malaria cases (11%) among the (85%) of estimated vivax malaria cases among six Eastern Mediterranean countries. Malaria continues to be a major public health problem in Afghanistan. The transmission of malaria is seasonal, and its distribution varies largely from place to place, depending on a variety of factors related to parasites, vectors, and human populations under different geographical, ecological, and socio-economic conditions in the country. 27% of the Afghan population lives in areas at high risk for malaria, 50% at medium risk, and the remaining 23% live in areas with no risk or very low risk of malaria transmission (WMR 2019)

Due to the substantial impact of scaled-up interventions (including the distribution of LLINs through the mass campaign and ANC, the use of a new generation of anti-malarial (ACT) and Rapid Diagnostic Test (RDT), indoor residual spraying during the outbreaks) along with the mobilized serious commitment of the government and international partners, socio-economic improvements, climate changes and some other factors a significant progress has been made toward control of malaria resulting in decreasing its burden in Afghanistan. Countrywide there is a significant reduction in malaria deaths from 47 to zero death and malaria cases from 384,943 to 174,893 (54.6%) compared to 2016 to 2019.

The malaria project is implemented across the country with the biggest operation in the endemic eastern region. UNDP will contract BPHS implementers to deliver the project as an integrated package with the BPHS grants. The BPHS implementers will use its offices across the country, storage facilities, and health centers. To ensure the sustainability of malaria control efforts, malaria case management and surveillance are integrated into BPHS/EPHS health service delivery and the services are delivered through community engagement (CBMM). The use of CHWs to deliver services to the communities ensures efficient coverage of the population in remote areas.

 

Objective: Lead, coordinate and monitor the malaria project activities at the national and provincial levels.

Job Description

  • Ensure the implementation of malaria grant activities according to NMLCP national strategic plan/ guidelines and existing policies.
  • Ensure that the project arrangements comply with SR agreements and PR, UNDP- Global Fund existing policies, and strategies.
  • Review the project's programmatic, financial, and procurement performance as per the signed agreement with UNDP and avoid delays and duplications.
  • Prepare project work plan and “Performance Framework” with close coordination of UNDP and malaria provincial team and keep track of expenses against the allocated budget.
  • Assist malaria provincial focal points in the planning and implementation of malaria project activities. 
  • Develop and submit malaria project programmatic and financial reports (Quarterly Reports and Annual Reports) and ensure that all reporting requirements are met.
  • Ensure regular supplies of malaria commodities/LLIN, prepare and submit malaria commodities stock/ consumption reports on a monthly and quarterly basis.
  • Coordinate and communicate malaria project activities with UNDP, NMLCP, and other relevant stakeholders and participate in any relevant meetings when requested.
  • Assist and provide technical support for the conduction of malaria training, develop a training plan, and conduct malaria training (MD, Lab, CHS, and CHW) in close coordination with UNDP and NMLCP national and provincial teams.
  • Prepare and submit malaria training/event reports and database on a quarterly basis.
  • Assist the malaria quality assurance process and reporting system in the coordination of UNDP and NMLCP quality assurance department. (not cleared)
  • Assist the implementation of MLIS and DHIS2 with coordination of UNDP and NMLCP epidemiology and surveillance department.
  • Facilitate monthly collection of MLIS and DHIS2 reporting forms, review the MLIS database and provide regular feedback to provincial team/ case management. And submission of final MLIS replica and LLIN data with NMLCP.
  • Regular review and analysis of malaria data and provision of feedback to provincial team. And assist in malaria outbreak control with the central and provincial teams.
  • Conduct regular supervision and monitoring visits to the provincial level, prepare monitoring reports/follow-up action, and share with UNDP and the malaria provincial team.
  • Maintain close contact with provincial focal points to discuss program progress and problems on a monthly basis.
  • Carry out job-related activities delegated by direct supervisors.

Job Requirements

  • University degree in medicine from MoPH registered medical faculty
  • Three years’ experience in malaria control activities and management
  • Good working knowledge of English, Dari, and Pashto languages
  • Good working knowledge of office software
  • Good coordination and communication skills
