Job Description

NCA is seeking a competent and highly motivated Logistics officer to join our team in Afghanistan. In this key position under NCAs Regional Coordinator, and technical management from NCA Kabul office, the Logistics Officer will work in close coordination with all departments on logistics and has key responsibility to work with NCA staff and partners alike. The NCA programmes in Afghanistan respond to economic empowerment, water, sanitation & hygiene (WASH), and humanitarian assistance. NCA works with local Afghan organisations, strengthening community ties through locally driven projects.

Job Requirements

The main tasks and responsibilities for this position (supervisory responsibilities, etc.):

  • Organise and manage logistics functions in the regional office, both for partners and NCA, ensuring all tasks are carried out in a timely manner and in line with NCA and donor procedures.
  • Responsible for NCA warehouse management and transport.
  • Responsible for NCA office procurement and fleet management.

 

The main expectations for this position over the next period in regard to strategic targets and plans:

    • Responsible for collecting required procurement related documentation for Regional Office, with a particular focus on ICRA project activities.
    • Working on despatch and planning of stock movements, coordinating between the despatcher and receiver, to ensure the smooth running of operations.
    • Responsible for the procurement of all quality goods and supplies from local markets in regional centre and provinces, as required, and using the principle of best value for money, and following NCA procurement guidelines.
    • Ensure proper coordination with programme departments for the effective implementation of projects.  
    • Fleet management: overseeing and maintaining the regional transport management system, including vehicle movement planning, CO transport report, etc. and scheduling maintenance/repairs in coordination with finance and procurement staff.  
    • When required and with the guidance of the Regional Coordinator, visit ministries or government institutions, to follow up or complete specific tasks.
    • Follow-up with partners on right-to-use vehicles. 
    • Maintenance and management of all NCA compounds, in close coordination with logistic, finance and procurement staff. 
    • Oversea the day to day running of the warehouse, ensure items are kept in good condition, and alert management to issues in the warehouse.
    • Liaise with Procurement and Administration Officers to ensure efficient and timely programme support.
    • Other tasks assigned by the management of NCA.

 

Required competencies, work experience and proven results from previous positions:

  • Experience in warehouse management, and all documents and paperwork related to this.
  • Experience in fleet management and maintenance.
  • Experience in facilities management, monitoring generator maintenance schedules etc.
  • Motivated and flexible, hardworking individual.
  • Flexible and able to travel around Mazar city / North Afghanistan to visit partner offices, and other logistics related issues.
  • Skilled in computer use and MS office suite.
  • Strong organizational skills and attention to details
  • Excellent oral and written English
  • Integrity, Team player, Collaboration, Proactive problem solving
