About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main Activities and Responsibilities :

Procurement:

  • Manage and co-ordinate the procurement process for all supplies requests submitted to the Logistics Department in Taloqan.
  • Update the SR tracking sheet and circulate to respective team member on weekly basis (each Wednesday).
  • Ensure the timely delivery of goods to the programme areas, and the supporting documents are attached with the delivery.
  • Support the all departments on verifying the availability and price of Concern requested items in the Taloqan market.
  • Communicate with staff on status of supplies requests.
  • Processing SRs on time
  • Advise on the need for purchasing / tender committee and contracts as per guidelines.

Documentation:

  • Ensure the documenting system is in place as per Afghanistan Logistics manual for the movement (purchasing, dispatching and receipt) of goods for both local and out of country supplies.
  • Liaise with the Storekeeper and field based support staff to ensure supplies are received at the main warehouse in Taloqan and program area.
  • Produce a weekly and monthly report, which includes reporting on the status of all Supplies Requests received in Taloqan and Program Areas.
  • Produce a supplier data base and keep price lists of commonly purchased item.
  • Ensure supplier contracts are renewed on a timely basis and prior to actual date of expiry.
  • Updating supplier pre-qualification once a year for Taloqan suppliers.
  • Filing of all SRs by numbering and attached all support documents.
  • Translate all supplier invoice in to English.
  • Producing weekly plan and submit to line manager in agreed day.
  • Preparing the list of contracts which are due to tax and submit to line manager

  • Ensuring absolute confidentiality of all information relating to the practices and business of Concern Worldwide.  Non-disclosure of any information without the organizational consent.

Humanitarian & Emergency Response:

  • Assist the Humanitarian program manager in conducting market assessment for emergency intervention.
  • To give your full support in relation to emergencies when occurring in any area that Concern Afghanistan will respond.
  • Ensure quality compliance while procuring emergency response related supplies/items.

General:

  • Promote and share ideas for improvement of the support function.
  • External representation with ministries and partners where required. Representation of logistics internally with Area Management, Kabul Support Office and other internal stakeholders.
  • Training of Logistics and non-logistics staff on logistics processes, procedures and policies
  • Develop field support plans to ensure adequate cover of logistics-related activities in all field offices.

Job Requirements

Qualification & Experience:

  • University degree in Economics, Commerce, Business Administration, Engineering, Legal or accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses
  • Minimum three or more years of relevant professional work experience in procurement/Logistics.
  • Knowledge of English Language (Written and Spoken)  and MS Office
  • Experience with procurement activities (purchasing, vendor research, etc.).
  • Experience conducting cost analyses.

Experience working with vendors or other partners
