The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programs concerning Health, Education, Rural Livelihoods, and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with a particular focus on women, girls, boys, and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.            Scope of work:

The Logistic Officer manages and oversees the logistic affairs and resources of the JRMO Office. The Logistic Officer might have several tasks ongoing at one and the same time so being versatile, able to prioritise, and plan the work is important, the logistic officer will have frequent travels to Nuristan province.

S/he will ensure a logistic operation that is efficient and effective and assist the admin manger in preparation of work plan and budget, letters, reports, contracts, and other documents. Together with other logistic staff s/he willensure good relations with project units and the proper implementation of SCA’s approved rules, regulations and procedures, especially in regards to transport, storage and procurement and supply.

The Logistic Officer reports to the Administrator Manager of the Department of Operations.

Main Responsibilities:

• To assist the Administrator Manager with the overall planning process including writing plans such as the Work plan and Budget
• To manage the procurement of the Jalalabad Regional Management Office (JRMO) through procurement committees according to finance and logistic rules and regulations
• To plan and manage the storage and ware houses of JRMO.
• To plan and manage the transport section of the JRMO.
• To ensure timely supply of equipment, material and salaries to the SCA project sites in coordination with concerned project units and finance.
• To ensure timely announcement for bids and tender in close coordination with the program units for BoQs/specification, collection, opening and analysis in the presence of JRMO procurement committee (according to the logistic/ procurement manual & regulation), procurement, supply
• of equipment, material, and salaries to the SCA project sites in coordination with concerned project units and finance.
• To evaluate the performance of the logistic staff for further improvement, upgrading and proper and relevant training on yearly basis/and semi-annually and share recommendations with his line supervisor.
• To keep track of proper utilization and maintenance of JRMO vehicles
• Monitor all IN/OUT items of main store and ensure proper storage of materials
• Update the monthly stock database, prepare the reports, and provide to the relevant program units
• To get imprest/advance cash from JRMO finance unit, check the expenditures with drivers/ senior driver – for further clearance of vehicle relevant expenses/and imprest with Finance.
• Will have frequent travels from Nuristan province, especially from FHH project sites.
• To supervise the performance of all logistic staff and give them guidance and advises for the improvement of their daily activities.
