SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of Work

SCA's ABADEI Project aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation and hygiene (WASH), disaster risk reduction (DRR) and local governance.

The Local Facilitator works in selected villages/communities in Ali Abad District of Kunduz Province under direct supervision of the Cluster Manager/Team Leader and will be responsible for supporting the implementation of disaster risk reduction (DRR), livelihoods and other community development activities. S/he shall coordinate and supervise the community performance and help technically Community-Based Disaster Management Committee (CBDMC), CDCs and other SCA target group members to carry out the project implementation and shall conduct regular field visits. The local facilitator will report to the Cluster Manager/Team Leader. The position holder will work closely with field officers, and target groups to design and deliver capacity building/development, Mobilization activities, community-wide meetings, awareness raising, forming Community-Based Disaster Management Committee (CBDMC), developing community-based disaster risk management plan, task forces and providing basic safety equipment and materials to each disaster management committee.

Duties & Responsibilities

  • Overall responsible for capacity development, Mobilization activities, community-wide meetings, awareness raising, forming Community-Based Disaster Management Committee (CBDMC), developing community-based disaster risk management plan, task forces, coordination meetings, conflict resolution, providing basic safety equipment and materials to each disaster management committee and liaison with other SCA target groups and key stakeholders.
  • Read, understand, and apply the project operational manual in the area of responsibility
  • To conduct mapping, technical assessments and mobilization sessions for the formation of Community-Based Disaster Management Committee (CBDMC).
  • To provide technical support to the Producer Groups and with close coordination of Community Development Councils (CDC).
  • To establish a good communication between different councils, representatives from PRRD, other governmental agencies, civil society organizations who are working toward the promotion of livelihood and DRR.
  • Conflict resolution in the community/CDC/CBDMC and tasks forces.
  • To facilitate the community to plan and prioritize their development projects.
  • Assist and facilitate distribution of new technology for CBDMC and tasks forces in enhancing their capacity and quality addition.
  • Assist CDC/ CBDMC and tasks forces to improve coordination, linkages, and communication with CSOs and Governmental bodies at village and district level.
  • Improve transparency and accountability within CBDMC and tasks forces.
  • To facilitate the CBDMC and tasks forces to mobilize local and non-local resources for their development in a sustainable manner.
  • Keep update data, proper documentation, filling and reporting to immediate supervisor in a timely manner.
  • Facilitation for beneficiaries’ selection of emergency response in the targeted district.
  • Facilitate distribution of first-aid kits and any other materials related to the project.
  • Assist field officers in conducting value chains assessments, vulnerability and capacity assessments (VCA/DRR) and any other livelihood-related assessments. 
  • Organize and facilitate awareness raising and other technical training to target groups.
  • Complete all project related planned activities in the scheduled timeframe.
  • Any other tasks as assigned by the line supervisor.
 

Job Requirements

Qualifications & Requirements: 

  • Education: 12th Grade Graduated or higher education. Bachelor’s degree holder from Agriculture or Economic faculty will give preference.
  • Experience: 2-4 years’ relevant experience, especially within an NGO, UN agencies or Well-known organizations. Work experience at grass root level, Community Mobilization and Community Development. In addition, experience with the National Solidarity & CCNPP program, Community Governance and Livelihood Project is highly preferred.
  • Fluency in local languages (Dari and Pashto) both written and spoken
  • Computer skill at operator level, especially with MS Office packages
  • To have a very good communication and influencing skills with communities.
  • Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational
  • Background/familiarity with community mobilization and asset creation projects would be an advantage.
  • Documented familiarity and Experience of community development projects, training at grass root.
  • Familiarity with the District where SCA operates
  • Team worker, analytical, and troubleshooting skills
