SCA Background:

Job Description:

Scope of work:

Under direct supervision of the rural development project manager, the grant and loan officer is responsible for managing regional loan and grant management, which will be an individual productive loan, block grant arrangement, internal and external reporting, and regular loan and grant database updating. Moreover, the loan and grant officer is responsible to improve and maintain the filing system (hard & soft) and keeping updated loan and grant photo galleries. She/he is responsible for the daily follow-up with clients, managing the repayment schedule with saving group/producer groups, facilitate the bank transfer process with close collaboration with the finance team. Cross-check the disbursed productive loan figures as well as the seed capital with individual and producer groups. demands processing, stock follow up and updating files as well as meeting arrangements & reporting about any case related to loans and grants.

Main Responsibilities:

  • Preparing the vouchers for CDC’s sub-project expenses and financial report.
  • Prepare the balance sheet and comprehensive account specification for all expenses and CDCs block grants.
  • Maintaining the accounting system and filing original vouchers, data backup, and the supporting documents of CDCs.
  • Controlling all block grant and Productive loan documents in light of the project OM and guidelines.
  • Entering the detailed budget into the computer and be indirectly responsible for follow-up
  • Keep regular contact with the district Field Office and finance units to handle any issue related to CDCs’ sub-project and business association productive loan financial matters
  • Performs various general grant administration functions such as billings, budget amendments, plan change, program evaluation, etc
  • Periodic updating loan database with maintaining close coordination field team.
  • Prepare demands for the procurement of vocational training, kitchen garden, DRR, CCA, and humanitarian response assistance.
  • Good knowledge of working with data analyses, databases, and select technologies to capture and organize data related to loans and grants.
  • To monitor and coordinate security situations, particularly before the loan and grant payment to target beneficiaries(saving groups and producer groups) with field staff and JRMO security focal point daily and share results with the team and the Project Manager.
  • Willingness and ability to work effectively under pressure and ability to multi-task.
  • Preparation and update list of loans and grants of the concerned CGLP district manager and to be regularly reconciled with the lists of finance section.
  • Keeping records of all approved and rejected business plans of productive loan and in-kind support with close coordination of field team.
  • Improve and maintain file management (hard & soft) system such as CDCs files, official letters, monthly minutes, and other relevant documentation.
  • Scan and regularly updates & uploads SCA/RDP  OneDrive.
  • Closely work with data management officer in her/his daily work, especially when it comes to disbursement of the block grant and loan distribution/collection.
  • Technically support RDP team to develop methods and approaches to smoothly implement a loan management system.
  • Preparing quarterly reports based on the filed data analysis and timely submission to PM.
  • Travel to the field when required (at least 10% on monthly basis).
  • Any other relevant tasks assigned by the project manager.

Job Requirements

Qualifications & Requirements:

  • Bachelor’s degree from a recognized college or university in economics, public administration, Management, or Business Administration.
  • 1-2 years’ relevant experience, especially within an NGO, UN agency or similar organization.
  • Documented familiarity of community development projects, Livelihood, Loan management, disaster risk reduction & community governance.
  • Understand the concept of micro-enterprises development. 
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience in planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to the SCA environment.
  • Honest, proactive, and well-mannered.
