Job Description

INTERSOS has been working in Afghanistan since 2001, focusing on integrated community-based approaches, including primary health care, nutrition, and protection programs for conflict-affected populations. The organization operates in hard-to-reach areas, focusing on socially excluded individuals such as women, children, and persons with disabilities. INTERSOS has built strong community acceptance and operational access through its active engagement with communities.

The Cash - Livelihood Expert  will be responsible for managing the livelihood, cash and voucher operations in Afghanistan, ensuring high-quality program implementation, developing policies and procedures, and building the capacity of the team and partners. The manager/officer will work under the guidance of the Country Head of Programme and in coordination with relevant departments to integrate livelihood and CVA approaches into the organization's sectorial strategies.

Tasks

  • Formulation of the livelihood programmes which includes Economic Recovery and Market System (ERMS), Multipurpose Cash Assistance (MPCA), Food Assistance, Micro-finance, etc integrating it into the Country Strategy and Programme.
  • Lead the implementation of Economic Recovery and Market System (ERMS), Multipurpose Cash Assistance, Food Assistance, Micro-finance, etc interventions in close cooperation with the Programme Team.
  • Design Livelihood programme operational plans and related SOPs.
  • Consider innovative opportunities generated by ERMS, MPCA, Food Assitance responses, such as integration of market interventions and financial inclusion.
  • Build productive partnerships and collaborate with other departments (Logistics, Finance, MEAL) to ensure an integrated livelihood programming and cross-functional operational alignment.
  • Coordinate analysis for market based livelihood programming modalities and delivery mechanism selection, including needs, market, and sectorial assessments in collaboration with other departments.
  • Provide oversight of CVA payment instruments to ensure appropriate controls in line with Donor and INTERSOS standards.
  • Undertake field visits to monitor and assess livelihood program implementation and recommend required corrective action.
  • Represent INTERSOS in food security and livelihood (FSL) cluster & Cash and Voucher Working Groups and other similar networks or forums to ensure closer coordination with other stakeholders when required.
  • Support the Grants unit and Programme team in the development of Project and Project Management tools (assessment forms, beneficiary or location selection criteria, budget, MEAL Plan, Work plan, etc.) follow and plan day-to-day activities in case of gaps in the base.
  • Collaborate with the MEAL teams to develop and reinforce effective and relevant MEAL Tools.
  • Collect and analyze primary and secondary data related to the Food Security Livelihoods Sectors and the use of CVA and MPCA.
  • Undertake other assigned tasks, as required.

Job Requirements

BSc. Economics, Business administration, Development or any related fields. A master’s degree in related areas is a strong asset.

 

Professional Experience (Required)

  • Minimum 5 years related experience in Livelihood project management, Economic Recovery and Market System (ERMS), Cash and Voucher Assistance, Small and Medium size business administration or any other related fields .
  • Experience working with International and national NGOs (minimum 2-3 years)
  • Strong organizational and planning skills.
  • Strong communication skills, both oral and written, in English.
  • Proven experience/ability and willingness to travel regularly to the field (Kabul, Kandahar, Zabul and Uruzgan)
  • Essential computer literacy (word, excel and internet)
  • Strong theoretical, technical and practical background in Livelihood programming.

Languages Requirement

  • English and Local lanaguage including Pashto, Dari, etc are mandatory
