Job Summary

Women for Afghan Women (WAW) is seeking applications from eligible candidates for the position of Legal Advisor/Team Leader, GBV & Legal Assistance project, covering Kunduz province in the northeast region.

The main responsibility of the Legal Advisor/Team Leader is to ensure that legal support to persons in need is provided, by implementing the UNHCR legal assistance program by relevant Standard Operating Procedures, standards, and policies, to provide quality, timely, and effective legal responses to the needs of populations of concern through and with the support of legal officers and social organizers.

Legal assistance includes (a) legal awareness raising by sensitizing displaced communities and families on their fundamental rights and procedures to access legal and civil services (particularly on family, civil and HLP matters such as evictions); (b) individual counseling; (c) facilitation of the issuance of ID documentation and facilitating their access to other critical civil documentation such as birth certificates and Tazkira

The position holder (Legal Advisor/Team Leader) will manage a team consisting of six legal officers and six social organizers. The position holder will be based in the WAW Provincial Office located in Kunduz city with frequent travel to project target areas to oversee the project's progress.

Job Responsibilities:

  • Plan, implement and report on legal assistance activities as articulated in the project plan
  • Ensure that designed legal officers provide legal counseling and mediation support to the concerned population on legal issues including family, civil, and HLP matters (including evictions), and civil status documentation.
  • Ensure the designated staff members, such as legal officers, facilitate the issuance of legal documentation, including birth certificates and Tazkira.
  • Ensure that the legal officers and social organizers sensitize concerned populations on their fundamental rights and procedures to access legal and civil services through legal awareness-raising sessions
  • Stay abreast of the local legal and protection context;
  • Ensure that the legal offices refer the criminal issues and/or custody issues to the relevant partners or authorities for legal representation when required;
  • Ensure data compilation for monthly reports, using the template provided by UNHCR - on the implementation status of the Legal assistance activities;
  • Prepare weekly, and monthly, results and end-of-project reports and share them with the project managers for subsequent sharing with WAW’s main office and donors.
  • Participate in relevant meetings at the provincial level
  • Manage the daily operation of the legal assistance project activities in the province
  • Provide training and support to the project team ensuring they can operate safely and conduct project activities at a high quality.
  • Any other tasks assigned by the line manager

Job Requirements

  • A bachelor's degree in Law or any other relevant field/Master degree is preferred
  • Holds a license as a Defense Attorney that allows you to practice law in Afghanistan
  • Proven legal experience with a minimum of 5 years and the qualification to represent clients in Court
  • Excellent analytical, negotiation, and communication skills
  • Administrative and managerial skills
  • Ability to handle confidential and sensitive information
  • Solid Computer skills and competency in Word and Excel are a minimum
  • Familiar with the legal framework of the public administrations in Afghanistan
  • Strong practice of workplace diversity and inclusiveness
  • Strong communication skills. Fluency in written and spoken English, as well as spoken Dari and Pashto, is an advantage.
