Job Description

This role will be responsible for the design, development, and enhancement of business-changing enterprise solutions with NET and other leading-edge technologies based on organizational need. This person will collaborate with users across the organisation and the development team to architect, plan and deliver industry leading solutions. The role requires experience in developing and adapting existing business solutions as well as creating new solutions. This position also will lead the technical team for maximum output and will support to Manager - ICT Application Management for smooth operation of all the application architecture design and software development of Save the Children.

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: IT Applications Development, Architecture & Technical Lead
•    Provide technical leadership in architecting end to end solutions that meet business needs while ensuring that the implementation   and extensible and scalable for future needs.
•    Lead and assist other developers, analysts, and designers in conceptualising and developing solutions using of design patterns and industry best practices, and also ensure supervise staff and support their career growth and development. 
•    Modifying and developing database computer program to integrate and simplify the manual process to benefit the office automation effort by performing systems analyst duties including identifying data processing needs, solution architecture, developing solutions, and designing customized programs to meet these needs by using internal resource or in connection with external vendor based on scenario. 

Key Area II: Process Documentation, Training, Dissemination and Reporting:
•    Prepare or lead to prepare all technical documentations as per SCI AFG CO ICT Application Development Documentation Guideline (CNB, CNT, SAS, SAD, etc) for each project and maintain physical file. 
•    S/he also need to help end user to prepare Business Concept Note, prepare Technical Concept Note, prepare project development schedule, estimate, and deliver project tasks/budget by manage technical risks/issues and apply change control procedures and version control to ensure documents and live system are effectively controlled.
•    Prepare and update operational and technical documentation, user manuals of operating the system for internal and external users. 
•    Prepare plans and materials for training and capacity building.
•    Disseminate MIS standards and procedures appropriately to the staffs within relevant program sectors timely and efficiently.

Key Area III: Database Management and MIS:
•    Improve the effectiveness of the database tools and services to help program and relevant sectors by design, document and build databases to support application development and ensure best practices are followed.
•    Provide support for all SQL Server databases in application environments in order to ensure SQL High Availability (clustering, replication and database mirroring), performance and tuning, plan and schedule backups and develop recovery procedures, SQL housekeeping, data loading/migration, patching, upgrades and troubleshooting SQL issues.
•    Assist management in designing, agreeing, implementing, and managing changes to the database environment.
•    Consolidation of localised data repositories to maximise data/information management efficiency.
•    Providing the organisation with accurate and timely reports through use of SQL Data and Analytics.

Key Area 1V: Access to Information and System Support:
•    Ensure that the software and database systems are running within organization functioning smoothly and relevant users have smooth access to it (mainly SCMS, PRMS, Power Payment, Power Journal, Resume link, On desk, PMIS/HRIS etc).
•    Ensure reports are produced uninterruptedly.
•    Assist end users and program to prepare dataset for sampling and statistical output as deemed necessary.
•    Extend support to end users to explore the scope of further research by using available micro level data. 
•    Responsible to oversee system administrative access, auditing, and logging schedules (applied for network and host security) are maintained properly.
•    Provide maintenance and technical care of all hardware appliances, on a regular basis.
•    Monitor and control required logistics and hardware to support the program deliverables.

Key Area V: Kabul Office Staff support:
•    Provide Application Software support to all Save the Children staff on all matters relating to Application software.
•    Provide input and technical support relating to the installation, upgradation, and day to day maintenance and of all the application software.
•    Support Save the Children staff on all IT issues, particularly safe computer use and software (i.e., MS Office, Outlook, Internet, etc) when needed.
•    Keep track of all Application software develop and keep the source code backup and data backup. Support to update and maintain IT Database.

Key Area VI: Impact Area Office support:
•    Provide Application Software trouble-shooting and other support by phone and email and visit to Impact Area offices.
•    Maintain liaison with SCI-AFG all offices impact area, in IT related matters.
•    Ready for any emergency IT support in any Impact Area Office within short notice.

CSG Responsibility:
•    Ready to work to respond to any natural disaster or emergency anywhere in Afghanistan.

Job Requirements

ESSENTIAL
Academic: B.Sc. in Computer Science or related subject M.Sc. Preferred.

Working Experience: At least 5 years experience in Software development - 3 years of working experience in managerial/ supervisory position.

Job related knowledge:  Advance knowledge in IT related field. Capable to troubleshoot any application-level problem. Able to adapt with any new system, software, hardware, etc quickly. Aware of upcoming IT technology.

Diploma/Certificate course: Advanced degree related to this area.
