Job Description

IT/Admin OFFICER SUMAMARY/BACKGROUND

Doing all IT/Admin activities, hardware as well software systems fixed. Managing internet system properly, paying the bills on time, issuing mobile phone for related departments, repairing and fixing computers and other responsibilities related to his current job.

ESENTIAL DUTIES & RESPONSIBILITIES:

Specific responsibilities and duties include but are not limited to.

Ensure adequate security measures exist to secure ICT resources including proper access control measures, specifically to MS office 365 share point, one-drive and cloud services, data repositories and internal ICT services.

Monitor and support software/hardware installation includes operating system installation in computers, photocopy machines, printers, multimedia projectors, Microsoft outlook configurations and troubleshooting, antivirus installations and keep up to date all software packages.
Assure the network design and hardware maintenance as well as implement network and hardware for the Project office and provincial offices, including server hardware, email and network and end devices security systems, business applications, collaboration tools, operating systems and other applications.
In coordination with the IT manager, draft plans and specifications for requisition of equipment and services related to networking, back-up, and redundancy and security systems.
Use network management and monitoring tools to prepare problem-analysis reports, resources utilization data, detect potential intrusions, suggest measures for network efficiency maximization and provide recommendations and reports for review and analysis.
Monitor regional offices computers and network, upgrade antivirus and Malwarebytes.
Develop protocols on the installation, maintenance, troubleshooting and upgrade of all ICT equipment, networks and systems.

Visit to regional offices to provide IT support and monitor the ICT system.                                               Implement the network bandwidth management in the field office routers and Jalalabad main office.
Organize and deliver ICT trainings and workshops when necessary in relation to all technical implementation and operation of networks, infrastructure, communications and other systems.
Work collaboratively across a variety of business units to implement new technology, support existing, and at times do so after normal business hours.
Monitor systems and network (LAN, WAN) and perform daily control of servers and data integrity tasks.
Establish relationship with other IT partners like ISP, suppliers and providers to ensure quick turnaround of new installation of equipment, accessories, consumables and spare parts.
Provide end user IT supports to Project staff, visiting consultants, and trainees under capacity building in all the IMC Afghanistan project and regional offices.
Maintain internet connectivity bandwidth as was agreed with the service provider operational 24/7.
Install licensed software application, antivirus perform windows update under the supervision Team Leader of ICT Section.
Coordination and assistance with IMC ICT section in all ICT related activities.
Maintain problems tracking database, classify the problems by categories (hardware and software). Prioritize them by low, medium, and high. Evaluate the problems and give suggested solution.
Recommend network enhancements and upgrades, indicate any relevant modifications required.
Execute and plan to take data backup by procedures; maintain back up logbook; advise staff in determining critical data and execute related archiving procedures.
Track ICT equipment and handle all handover of IT equipment assigned to the staff
Support program Civil and WASH engineering department of project in operation of different engineering software and Water Gems and CIVIL 3D system.
Perform any other tasks as may be assigned.

Training and Capacity Building:

Provide Information Technology training and mentoring to national consultants, including IMC hospital clinic staff within the Program may asked by the Supervisor.

Training and build the capacity of staff and counterparts to ensure an improvement of knowledge and skills, by providing upgrading and mentoring.

Monitoring and Progress Controls:

Monitor systems and network (LAN, WAN, Firewall, internet bandwidth management) and perform daily control of servers and data integrity tasks

Participate in the preparation of bi-weekly activity updates, quarterly activity reports, periodic and annual results reports.

  1. ADMINISTRATIVE FUNCTIONS:
  • Serve as a primary representative of International Medical Corps to coordinate and liaison with the Line Ministries directorates of the Afghan Government.
  • Ensure to receive and respond the requests and enquiries from the Government.
  • Overall responsible for all travel arrangements for International Medical Corps staff both domestic and international by ensuring all travel needs are met regarding flight, tickets, information etc. strictly in adherence to the organizational and donor regulations.
  • Level of cleanliness, hygiene, and sanitation.
  • Oversee office space maintenance, repair, and utilization. Ensure that all offices look professional.
  • Establish and maintain appropriate filing system (both hard copies and electronic copies), receive and dispatch official mails.
  • Ensure proper functioning and maintenance of equipment, facilities, and services.
  • Ensure timely compliance with all administrative reporting requirements.
  • Be responsible to organize and coordinate office wide events such as meetings, presentations, shows, holiday festivities and celebrations.
  • Identify emerging administrative and office management challenges on a timely manner and report to the supervisors.
  • Coordinate the communication with the landlord if any changes in the lease agreement terms. Be responsible to provide advance notice to the landlord, if required by the lease agreement terms.
  • Inform the Project Managers on timely manager if the lease agreement term is coming to an end and determine the lease extension needs.
 

Job Requirements

  • Bachelor’s degree in Computer Science or a related field.
  • 3-5 years’ experience with LAN and WAN architectures and technologies.
  • At least 2-3 years related experience and/or training with a NGO organization.
  • Preference will be given to local
  • Excellent LAN/WAN project management and support experience.
  • Extensive knowledge of a LAN/​WAN environment, network protocols and configurations.
  • Develop and utilize methods, techniques, diagnostic tools or criteria to troubleshoot, diagnose and resolve complex LAN/WAN related hardware, software, operating systems and network problems.
  • Monitor and support network infrastructure and ensure efficient network operations by evaluating and troubleshooting hardware, software, and other network related problems.
  • Monitor and support software/hardware installation includes operating system installation in computers, photocopy machines, printers, multimedia projectors, Microsoft outlook configurations, antivirus installations.
  • Advanced problem solving and troubleshooting of computer & server hardware issues and network connections.
  • Performance of maintenance and minor repairs on hardware equipment.
  • Support to knowledge building and knowledge sharing
  • Support to efficient and effective ICT management and support
  • Understand quality, security and compliance requirements for supported areas and assess changes for risk to the organization environment.
  • Support field sites and other departments when required.
  • Check computers internet connectivity, antivirus updates on Daily, Monthly and Yearly basis.
  • Creation and Termination of IMC official email accounts.
  • Configuration of IMC official email accounts with Micros Soft exchange.
  • Troubleshooting of any IT issue (eg. Outlook, Webmail, Software Installation, Activation, Antivirus etc. (In IMC sub offices with online Team Viewer software).
  • Perform semi-annual backup of all files on IMC laptops.
  • Any other assigned job by LM.

LANGUAGE SKILLS:

  • Excellent communication skills (oral & written) in Dari / Pashto / English.
  • Ability to respond to common inquiries or complaints.
  • Ability to effectively present information to management.

  • Must be able to handle multiple projects simultaneously while dealing with frequent interruptions and working in a high-pressure environment.
  • Maintain strong attention to detail.
  • Able to work overtime on weekends or holidays required by the supervisor or program or any other tasks which need to be completed.
  • Must be honest, well mannered, polite, and co-operative with colleagues, hospital staff, and vendors/suppliers.
