Job Description

  1. Summary of Key Functions

The Information and Communication Technology (ICT) Officer is responsible for maintaining the proper flow of the mission’s information technology as well as managing the computer systems and networking by providing various update solutions for hardware and software solutions. ICT Officer is responsible for the operation of the network and organize, install, and support AIYA project local area networks (LANs), wide area network (WANs), network segments, intranets, and other data communication systems.
 

The incumbent has the primary responsibility for implementing and maintaining an organization's Information and Communication Technology to provide Information Technology such as computer systems, installs and configures hardware and software, and solves technical problems of end user for ensuring the whole organization IT system runs smoothly. ICT Officer monitors the organization's operational requirements and analyzes the business requirements of different departments and conducts feasibility studies to determine the best use of technical resources to include a new information system with technological components.

 

  1. Key relations

Internal:

  • Report to and assist the Deputy Chief of Party AIYA project and information and Communication Technology Manager and will have close collaboration with other ICT staff.
  • Close communication and coordination with other program/unit/department and provincial staff to ensure proper delivery of IT service and resources.

External:

    • The ICT Officer will have close contact to all concerned IT support vendors, ISPs, GSM companies, MoC, ATRA, AFTEL, IT Folk, and IT Help and Solution Center.
  • Concerned authorities; Ministry of Communication, Peer organization IT folk.
  1. Duty Locations 

Main duty station is Kabul main office, with travel to sub-offices when needed. Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points.

  1. Key Results Expected:

As a member of ICT department, he/she is responsible to provide overall IT Internetwork and Computer System support to ensure that staff basic IT needs are identified and the proposed services and solutions are delivered to staff on time.  He/she will produce a monthly report on summary of service rendered in each month, incident reporting and status, challenges and inventory of equipment’s, service. ICT Officer will make sure that staff utilize standard ICT services and solution to effectively help their operations and will provide consistence technical contribution all staff using CARE ICT resources. ICT Supervisor will focus on achievement of the following results:

Responsibility #1: Perform and provide ICT Supports such as LAN, Internet, Emails, Hardware & Software services for AIYA project staff, and ensure a secure and efficient data communications system to deploy, configure, maintain and monitor all active network blueprints for smooth running of networking system and ICT operations.

    • Install and support LANs, WANs, network segments, Internet, and intranet systems, and monitor network performance (availability, utilization, throughput, good put, and latency) and test for weaknesses and any issues in AIYA project office.
  • Help and administrate desktop computers, laptop computers, network devices, printers, switches, phones, personal digital assistants, smartphones, software deployment, security updates and patches.
  • Provide constant flow of information, regular communication system and support the technical aspects of the mission’s information technology.
  • Keep AIYA project offices computers standard and upgrade, and responsible for installing standard software used in CARE Afghanistan mission wise computers for daily office activities.
  • Maintained and administrating LAN for providing constant office automation support to main office as well as to all sub-offices.
  • Responsible for installing and updating security software in each computer belongs AIYA project.
  • Assisting the IT staff and end users to best maintain and address AIYA project office computer hardware and software troubleshooting problems and provide appropriate solutions and support.
  • Responsible to keep clean and free of dust all ICT devices and equipment used in CARE Afghanistan AIYA project and use of blower and other cleaners are recommended.

 

Responsibility #2: Responsible for overall ICT system technical installation and system setup, diagnosing hardware and software faults through CARE standard Help Center via Zendesk or Helpdesk management system by raising tickets.

    • Responding in a timely manner to requested IT issues and provide IT related support and solutions to submitted ICT service tickets
  • Help ICT department in backup system and procedures by backing up periodically CARE Afghanistan critical data and information.
  • Prepare ICT monthly base report of daily activities and update of the maintenance and IT service progress report to submit to IT Manager and share it with this section staff.
  • Help the country office to better implement the software and hardware standards and their best utilization throughout the mission.
  • Providing technical support across the office via establishing remote technology sessions, or maybe in person or over the phone, and follow-up the Zendesk tickets with end users.
  • Installing and upgrading anti-virus software to ensure computing security at the user level.
  • To carry out all this ICT department administrative work such as processing of IT related services contracts, financial document and invoices and or any other identical task assigned by the respective supervisor.
  • Provide Wireless network support to staff and guests when required.
  • Provide Sound station support in CARE meeting rooms and or any events.
  • Interact with the help desk and be a help desk support person to assist in troubleshooting, identify root cause, and provide technical support when needed

 

 

 

Responsibility # 3: Perform and maintain ICT configuration, upgrade, manage software, hardware maintenance and reliable operation of computer systems and able to diagnose and resolve problems quickly.

    • Ensure AIYA staff uses proper connectivity that support overall IT and Telecommunication demand such as CARE Afghanistan websites, email functionality, Financial Management System FGMS, NAS, Data and shared resources, Internet, telework virtual procedures, SharePoint and overall O365 automations and collaborative applications and digital voice and telecommunication system.
  • Maintain internal infrastructure requirements including laptop and desktop computers, Server, switches, printers, phones, security updates, support internet, intranet, LANs, WANs, and network segments for AIYA project.
  • Troubleshoot hardware and software errors by running diagnostics, documenting problems and resolutions, prioritizing problems, and assessing impact of issues
  • Supporting, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency.
  • Provide ICT professional development support to direct reports and other team members. This includes both on-the-job support and off-the-job, formal institutional training and in-house formal training programs.
  • Installing, configuring and supporting network equipment including routers, firewall, manageable switches, Active Directory and Domain Services, proxy servers, switches, WAN accelerators, DNS and DHCP, Wireless Network, and Windows update server and solutions.
  • Monitoring, maintaining and following up on all Information and Communication Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with CARE standards, policies, protocols and procedures.
  • Provide ICT educational support and training (briefing, training and support, etc.) to users for skill enhancement to reduce work pressure on the ICT team.
    • Ensure the maximum use of network and computer system by individuals connected to the network and make sure that their computer system is active and free of fault.
  • Provide Sound station support in CARE meeting rooms and or any events.
  • Administrate the database management system of high availability and quality depending on each end user’s specialized role.

 

Responsibility # 4. Ensure effective use of inventory and maintenance of ICT Equipment.

 

  • Develop system and procedures to ensure timely maintenance of the IT equipment.
  • Provide the right specification of IT and Telecom equipment to procurement whenever needed to purchase.
  • Review and maintain standard hardware equipment makes where possible to maintenance or replace in case their manufacture life cycle is due and completed.
  • Evaluate the condition of the IT equipment and provide useful suggestion to the management about the maximum use of equipment. The suggestion may also include ideas about allocation, transfer and disposal of equipment.
  • Provide support to procurement unit on the specification preparation and technical evaluation of equipment to be purchased and perform QC (quality check certification) after purchasing the equipment.
  • Testing and inspecting newly purchased computer and technology peripheral devices and appliances after purchase or receive from the logistics.

Responsibility # 5: Ensure that Telecommunication services are standard, and employees utilize the Telecommunication services effectively in AIYA project.

  • Ensure that all Telecommunication equipment in AIYA project is functional and is used effectively, and take appropriate measures to restore the efficiency of the communication equipment that is not functioning to the standard level
  • Help and provide overall technical support overall telecommunication system to manage PABX exchange telephone system, Satellite communication, and Two-way radio communication and installation.

 

Any other tasks assigned by the respective supervisor.

  • Performing any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

Education: 

Bachelor’s degree in computer science, or similar trade and certifications in CompTIA Network+, CompTIA Security+, CompTIA A+, CCNA, MCSA, MCSE, MCDBA, ICDL and Cybersecurity.

 

Work Experience:

At least 3-year experiences in relevant post preferably in

International Organization.

Languages, Skills:

Fluency in spoken and written English, Dari and Pashtu.

GENERAL:                                     Ability to train other, cooperative, Competent, Willingness and ability to travel inside Afghanistan.
