  1. About RAWNAQ:

The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.

The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains,  and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.  

Job Description

Under the direct supervision of the DRA Manager in Kabul, the Project Officer will work within AFJR2022-23 DRA at humanitarian aids department in Kabul. This responsibility is focused on assisting the program implementation in terms of training planning, coordination, partnership relation and progress monitoring through time-to-time support to the DRA manager in Kabul. This includes internal and external relations and reporting within the AFJR. Meanwhile, the project HA Trainer will ensure efficient coordination, partnership building and capacity building support to the partners organization, consortium partners and staff. This will include but not limited to the followings.

Project coordination:

Support DRA Manager in

  • In preparation of Training planning, training module preparation and Coordination between consortium members, implementing partners, consortium partners and program stakeholders at central level plus fields.
  • Provision of administrative support in terms of capacity building coordination, partnership building planning and effective and efficient resource mobilizations.
  • Relationship management among the consortium members, local partners, relevant Ministries, and other stakeholders.

Partnership Support:

Support DRA Manager in

  • Assessing partners and provision of technical support through training design and delivery.
  • Build the capacity of partners staff in terms of coordination, implementation, monitoring, evaluation, and reporting.
  • Coordinating activities between consortium members and local partners.
  • Preparing and circulating agendas, preparatory information.
  • Drafting and circulating minutes of meetings.
  • Follow-up on initiatives agreed upon at the consortium level.

Capacity Building:

The Humanitarian Trainer-officer will be based at humanitarian Aids department in Kabul and under the overall supervision of the DRA/ERM Manager, to be responsible for identifying the training needs and coordinate activities for the development of institutional and managerial capacities of local partners, program staff and communities and institutions engaged. Under the direct supervision of DRA/ERM Manager, the incumbent will carry out the following tasks:

  • Identify training requirements-both fresh and refresher at all levels for various functionaries;
  • Provide technical support in reviewing and designing curriculum for training manuals.
  • Help maintain a database of trainings and technical consultations to the partner organizations.
  • Facilitate dissemination and exchange of expertise in the concerned field.
  • Report trainings and activities for website and publications
  • Perform any other tasks related to capacity building.

Key Deliverables:

Support DRA Manager in

  • Development of partnerships with government institutions, partners agencies, private sector, civil society to mobilize resources in a sufficient way.
  • Establish new partnerships and enhance existing partnerships with stakeholders, to strengthen the responsiveness, effectiveness and efficiency of the program deliverables.
  • Coordination of the DRA training Work Plan and training Reports, establishment of effective mechanisms for monitoring of capacity building of the project-based action items discussed at Coordination Council level meetings.
  • Other duties and responsibilities asked by the manager.

Job Requirements

  • Essential: University Degree in any of the disciplines under Social Sciences, Management, Emergency Relief and/or relevant fields.
  • Minimum 4 years’ experience in the humanitarian sector having relevance to emergency relief, and other humanitarian interventions.
  • Work experience in government, and civil society organization specifically in managing partnerships, coordination, and reporting.
  • Experience of working in the field of humanitarian is required.
  • Fluency in English and local languages Pashto/Dari.
  • Extensive travel within the country, districts and cities would be required.
