Job Description

ABOUT THE JOB

The Humanitarian Mine Action Team Leader (HMA-TL) is key to successful mine action program implementation in the Region, and He / She acts as the liaison between DRC AO and CO Kabul with the relevant DMAC/UNMAS office. The overall objectives for the position are as below:

  • Oversees the overall HDP program management, planning and implementation in the region.
  • Ensures HDP Mine Action Program activities in the area adhere to HDP’s SOPs and Afghanistan Mine Action Standards (AMAS).

Responsibilities:

  • The HMA-TL is responsible for the management, planning, and execution of all HDP operations in demining, EOD, Survey, and EORE operations in the area.
  • Operational reporting both internal and external in compliance with donors’ commitment and program requirements.
  • Monitors and do QA program deliveries and monthly operational statistics with conduct a regular operational (project/teams) analysis and impact monitoring at the regional level.
  • Provides support to HMAM and QA Manager, to ensure adherence to SOPs, and timely delivery of Program Outputs.
  • Closely monitors the security situation across the region along with the Area Manager, and ensures compliance with safety instructions in the field. The changing security situation within the relevant areas of operation (Region) of Afghanistan, demands continuous attention by the HMA-TL, who shall forward information on any changes in the security to the AM and safety department or relevant management staff/department in the CO.
  • Establish and maintain close communication and relationships as required with all organizations (civil, commercial, military, Gov. departments, and specifically humanitarian NGOs/INGOs) involved in mine action and related activities in the project operation area (Region).
  • Ensure that the project’s operation and monthly mission plans are approved by the HMAM before implementation and submitting to the DMAC RO.
  • Ensure that safe storage, transport, and handling of explosive and explosive items in accordance with HDP SOPs in the relevant project operation locations in which they are responsible and keep records of explosive usage updated and reported to relevant government authorities at the provincial level.
  • Lead and provide technical refresher training to the project teams monthly after each mission leave and conduct any other training that is required for the command staff and operators in the area.
  • Manage, analyze the budget allocation of relevant projects, and review the project BFU every month with the support of AM and HMAM.
  • Update monthly project PCMT and attend the grant management meeting every month.
  • Support the HMAM in terms of suggestion/requesting for the amendment and improvement of SOP.
  • Participating and Representing DRC-HDP at monthly operation coordination meetings in DMAC at the regional level.
  • Prepare the project procurement plan for each HMA project in the region before the project start.
  • Support the HR & Admin, logistics, and safety departments in terms of HMA staffing and their offices/field compounds.
  • Conduct regular monitoring /QA visits from field teams and provide technical support to the operation officers, TLs, and SLs in the field/camp when it is required. 
  • Take part in the demining accident investigation process when it is required in the region.

Undertake any other tasks appropriate and necessary by the Area Manager and HMAM

 

Job Requirements

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • 5 years’ experience in the mine action program (Clearance, EOD, MRE and Survey operation).
  • 2 years’ experience as an officer level
  • Have to be qualified EOD IMAS level 2
  • Good knowledge of quality management
  • Basic knowledge of logistics, Finance, and HR
  • Good knowledge in monitoring and evaluation
  • Excellent communication and report writing skills and experience

Education/qualifications:

  • High school
  • Bachelor

Languages:

  • Pashto and Dari –fluency
  • English -advance
