About DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training)

DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is an NGO established in Afghanistan by the Danish People’s Aid (DPA) in 2003.

The organization is specialized in construction and has built more than 200 schools, clinics and other buildings in Afghanistan, but is also engaged in humanitarian activities, such as construction of wells for drought-hit families and distribution of non-food items and emergency cash to people in need. Activities are funded by AHF and Danish humanitarian funds. DAARTT is a member of ACBAR and of the Shelter and NFI, WASH and education clusters

Job Description

We are seeking a highly motivated and organized Human Resource Sr. Officer to join our team. As a Human Resource Officer, you will be responsible for providing support to the organization's HR functions, including recruitment, employee relations, benefits administration, and compliance. The successful candidate will have excellent communication and interpersonal skills, with the ability to work independently and as part of a team.

Key Responsibilities:

  1. Recruitment and Hiring:
    • Coordinate the recruitment process for open positions, including job posting, screening resumes, and scheduling interviews.
    • Prepare contract for Fixed Term staff, daily wage and printing ID Cards for all staff.
    • Assisting in monthly payroll (Fixed term staff/ daily wage) and coordinating with the Finance Department.
    • Payroll reconciliation by monthly
    • Maintaining Personal File of Staff.
    • Record the documents and keep it confidential.
    • Respond to employee inquiries and concerns in a timely and professional manner.
    • Develop and implement employee relations policies and procedures.
    • Coordinate the administration of employee benefits and Payroll, including allowances, retirement plans, and other benefits programs.
    • Ensure compliance with all relevant laws and regulations regarding employee benefits.
    • Ensure compliance with all relevant laws and regulations regarding employment, including labor laws, anti-discrimination laws, and other regulatory requirements.
    • Develop and maintain policies and procedures to ensure compliance with all relevant laws and regulations.
    • Maintain accurate and up-to-date HR records, including employee data, payroll records, Leave record and other HR-related data.
    • Develop and maintain HR reports, including attendance reports, and other metrics.
    • Develop and implement internal communication plans to keep employees informed of Organization news, policies, and procedures.

 

Tax Section:

We are seeking a highly motivated and experienced Tax Sr. Officer to join our team. As a Tax Officer, you will be responsible for ensuring compliance with tax laws and regulations, conducting audits and investigations, and providing guidance to taxpayers on tax obligations. The ideal candidate will possess a strong understanding of tax laws and regulations, excellent communication and analytical skills, and the ability to work effectively in a fast-paced environment.

 

Key Responsibilities:

  • Conduct audits and investigations to ensure compliance with tax laws and regulations
  • Identify and address potential tax non-compliance issues
  • Conduct field examinations and reviews of taxpayer records
  • Determine tax liability and assess penalties and interest
  • Collaborate with other tax ARD department for verification of ACSS forms and Contractors, Rental monthly tax report.
  • Prepare and monthly report tax of contractors, Rental and etc.
  • Register the monthly tax data of contractors, Salaries and rental to ARD system of Afghanistan and internal ledgers.
  • Attending to the ARD meetings.
  • Register the yearly tax report of organization expense in the ARD system and dealing with ARD department regarding the issues.
  • Preparing and sending the tax report of contractors for each vendor.
  • Establishing new branch for new projects into ARD System.
  • Check all vendors have TIN number.
  • Keep all the files and forms clean and in safe place.

 

Job Requirements

  • At least 4-5 years of experience in HR/ Tax role
  • Bachelor’s degree in human resources, Business Administration, or related field or Master Degree
  • Strong knowledge of tax laws and regulations of Afghanistan and Knowledge of HR principles, practices, and procedures.
  • Knowledge of labor laws and regulations of Afghanistan.
  • Excellent analytical and problem-solving skills
  • Effective communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Strong organizational and time management skills
  • Ability to work in a fast-paced environment with multiple priorities
  • Familiarity with ARD tax systems, Excel and Microsoft.
