Job Description

ROLE PURPOSE: 

As part of the Recruitment Team, the Human Resources Officer will support field HR on key functions of HR including recruitment, review of recruitment documents, background checks, vetting and conduct regular field visits to ensure compliance with all policies and build the field HR capacity on SCI systems, policies and procedures.

In addition, the HR Officer will spend 50% of her time providing support to BHA project on recruitments, follow up and reporting. She will also represent the HR and provide updates on recruitment and HR matters in weekly and monthly BHA Meetings. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: HR Manager-Talent Acquisition 

Role Dimensions: Field HR, Head of Office, CO HR Team, Finance, IT, Supply Chain, Programme Operations

KEY AREAS OF ACCOUNTABILITY: 

KEY AREAS OF ACCOUNTABILITY:

Recruitment, Compliance and Review (40%)

  • Process end to end recruitment in the CO and field offices including creating requisition, longlisting and shortlisting, organizing assessments and interviews and sitting on the panel. 
  • Conduct background check, reference check and vetting check for all new candidates. 
  • Process new candidates offer and contracts and onboarding. 
  • Support field offices by reviewing recruitment files of field staff and volunteers in the light of the HR policy and provide them feedback. 
  • Conduct meetings with field offices and provide them feedback for improvement and revision after close coordination with HR Talent Acquisition Manager and HR Director. 
  • Ensure that the recruitment cycle is followed properly with zero interference and correct documentation according to SCI policies and standards. 
  • Provide advice and assistance to Hiring Managers on appropriate recruitment processes, interview plans and the organisation of mixed-gender interview panels. 
  • Organise test processes and/or chair interview panels.
  • Ensure that field offices share correct and complete documents of recruitment for review and approvals. 

Vetting Check (10%)

  • Support vetting requests for Afghanistan CO when the volume of work increases. 
  • Receive all vetting requests and clear them through Automated Screening Manager (ASM) and Power BI.
  • Ensure vetting tracker is updated along with one drive data.
  • Ensure all request for vetting are cleared within 24 hours for emergency projects.
  • Ensure all vetting documents are properly stored in all field offices and provided for future audits and reviews.

BHA Project (20%)

  • Provide support to BHA Project on recruitments, review and approvals of recruitment related documents including offers, contracts and documentation. 
  • Follow up with field offices on any pending recruitments and provide support on recruitments to ensure timely and effective onboarding. 
  • Keep a list of all BHA staff and provide report to BHA Deputy and Chief of Party in case of any reporting. 
  • Ensure to input HR staffing plan for BHA in monthly update calls and present HR matters in BHA Meetings. 
  • Visit field offices and ensure all HR documents and processes are in compliance with SCI Policies and BHA donor requirements.

Job Requirements

QUALIFICATIONS 

  • Undergraduate degree in Social Sciences, Business Administration or related field.

EXPERIENCE AND SKILLS

  • 2 years of experience in HR operations
  • Excellent customer service skills to provide support to field HR.
  • Excellent communication and feedback giving skills.
  • Fluent in English and Dari and Pashto.
  • Good self-starter with effective time management skills and high levels of organisation
  • Collaborative attitude and the ability to work with diverse team.
  • Positive, solution-driven with strong analytical thinking skills. 
  • Advance Microsoft Office skills with a particular focus on Excel.
  • Ability to keep sensitive information confidential.
  • Ability to travel to provincial offices (40% of the time).
