SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Maintaining up-to-date staff information both hard copy (personal files) as well as soft (HRIS) for all Swedish Committee (SCA) staff in Kabul Management Office (KMO) as well as for Regional Management Offices (RMO). The position holder will also facilitate the contractual status of SCA national employees including the provision of a new employment contract, follow up of contract expiry dates and probation periods. She will also make sure to collect the new joiners’ biodata and other required documents as listed in employees’ personal files checklist. The incumbent contribution in the delivery of an effective HR function will play a key role in the SCA programs to increase impact and enable positive change for beneficiaries.

Main Responsibilities:          

  • Create user profiles in HRIS for all new joiners in KMO and record their information accordingly.
  • Collect employees’ biodata and other required documents as per the personal files checklist.
  • Provide employment contract to the new joiners and follow up contract expiry date of fixed term contracts, probation periods, and accordingly notify the respective head of unit.
  • Issue letters for employees for opening bank account, receive TIN and the work permit.
  • Regularly update the personnel files and HRIS for the new changes in staff contracts, benefits and other aspect of employment and make sure proper approval is obtained.
  • Communication with Regional Offices (RMO) on personnel files shortfalls/missing documents.
  • Prepare monthly, quarterly, and other statistical report as requested by management team.
  • Issue SCA ID cards for employees, prepare work certification and accordingly keep the record.
  • Support Senior HR Officer in preparation of monthly payroll as per the attendance report and employees contract information.
  • Assist senior HR Officer in preparation of requested data and other required documents SCA Units as well as for the internal and external Audit.
  • Track employees who are due for retirement (age of 65), notify the employee and his/her line manager at the beginning of first quarter of each year.
  • Comply with and promote SCA Code of Conduct and all other SCA policies such as Staff handbook, safeguarding, harassment free workplace policy, safety/security.
  • Provide technical assistant to the RMOs as requested, travel to RMOs for assessing HR practices and accordingly provide feedback.
  • Be the backup of the Senior HR Officer (database & contract management) in his absence and any other identical task as assigned by line supervisor/head of unit.
 

Job Requirements

  • Degree in Human Resource or related field.
  • 3-5 years’ experience, especially in an international NGO or similar organization.

Knowledge and Skills:

  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Pashto, Dari and English, both written and spoken
  • Strong interpersonal and communication skills
  • A Team worker with troubleshooting skills
  • Honest, proactive, and well mannered.
  • Open to Afghan nationals only
