Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

OVERALL PURPOSE

Working as an important member of diverse team who are committed to serve the world’s most vulnerable with practical compassionate Care. The Human Resources Officer is responsible for Human Resources functions required to ensure the needs of the project are met. Ensuring that HR activities are conducted in line with Medair policies and Afghanistan National standards.

PROJECT OVERVIEW

Medair is implementing a health and nutrition project in Uruzgan Province to provide lifesaving integrated humanitarian emergency response to conflict, drought and COVID 19 affected populations, through integrated Mobile Health and Nutrition Teams (MHNT). The project focuses on an Integrated Management of Acute Malnutrition (IMAM), including Infant and Young Child Feeding (IYCF), RH services (ANC, PNC & FP), Integrated Management of Newborn and Childhood Illnesses (MNCI), Mental Health and Psychosocial Support (MHPSS). The programme addresses some key determinants of health and malnutrition through promotion of improved Maternal, Infant, and Young Child Nutrition (MIYCN) practices and linked health and hygiene practices. The project aims to reduce the transmission of COVID-19 and to reduce the impact of COVID-19 on health and nutrition outcomes of women and children  and also working in WASH and Food Security in Chora, Chinarto and Tarin Kot districts to provide clean water and cash for the vulnerable people of Uruzgan.

  • Uphold the humanitarian principles of humanity, neutrality, impartiality and independence.

 

MAIN ACTIVITIES

General Duties & Responsibilities

Recruitment

  • Conduct day-to-day HR functions/operation as they relate to national staff at the (Urozgan) office.
  • Handle and process all recruitment steps as per the organization policy for staff hirings in Urozgan and do follow up on recruitment of female with HR Assistant regularly.
  • Set up written tests and/or interviews in coordination with department heads when incumbent is requested. 
  • Ensure all the nationally recruited staff have a current employment contract.
  • Updating of staff personnel file in SharePoint regularly.

 

Performance Appraisal

  • Assist line managers and staff with performance review. 
  • Support to assess staff performance challenges and plan/oversee capability reviews with the support of HR Manager and Support Team Manager

 

Timesheet, Payroll Data, Account Opening

  • Working on staff timesheets and any necessary information required for Kabul HR team for making payroll.
  • Ensure all timesheets collected and uploaded in relevant folder in SharePoint by 22nd of each month.
  • Payslips cross check after salaries payment and report any changes on staff grading, steps, allowances and extra/less payment within next payroll data to country office.
  • Coordinate with Finance team and Bank for account opening of new joiners.

 

Communication & Coordination, External Representative

  • Maintain open and frequent communication within Kabul HR Office related to all HR issues and if any update on policies.
  • Ensure colleagues are informed of the required HR procedures and be available to answer HR related questions in the absence of the line manager. Provide coaching and guidance as necessary when job challenges arise in leu absence of the line-manager.
  • Coordination with Medair other departments (Logistics, Finance, WASH, Food Security, Health & Nutrition) to ensure have a good plan for the HR recruitment, staff amendments, capability review, probations, and any new project HR planning.
  • Represent Medair in PDC meetings in absence of Support Team Manager and regularly coordinate with DoEc and Mostofiat for any HR/Administrative related issues.
  • Provide 6 months report regularly to the DoEc while prepared and completed by Kabul.

 

Database Or System (HR) and Other IT Related

  • Ensure all staff has personnel files, contain all relevant documentation and information, uploaded on Share Point and Medair People (MP) according to Medair policy, Afghan Labour Law, and any donor requirements.
  • Creating Labour report card for new joiners in Portfolio and follow with team to submit their LR as per finance deadline.
  • Liaise with IT Officer on providing access to Portfolio, Medair Intranet, Share Point relevant folders, and official email address.
  • Provide access to Medair People-MP for the new joiners.

 

Planning, Trainings, Induction, Onboarding & Policies

  • Assist in conducting Medair monthly ethical training if need with the coordination of the line-managers and Project Coordinator.
  • updating the annual/monthly calendar of training and making sure employees training records/certificates are updated in HR system and shared with Kabul if needed.
  • Training of staff on Medair HR system – MP, Portfolio and using Medair intranet.
  • Liaise on staff induction between new joiner and department heads, scheduling and to ensure the new joiners have a good impression from Medair on his/her new joining days.
  • To ensure all new joiners have read the Medair HR policies and sign them.
  • Follow-up with line-managers on the timely planning of staff leave and holidays, as well on the properly registering the leave in MP before the leave.
  • With the support of the line-manager assist all staff with Medair People system.
  • Assist to ensure HR policy is followed in HR activities and implemented well wider across the organization.
  • Translate English documents into the local languages on a per-needs basis.

Job Requirements

Qualification / Experience

Vocational Qualification

  • University graduate (Bachelor) in management, social science or Human Resources, business administration or another relevant fields.

 

Relevant Work Experiences

  • 1-5 years of relevant experience in human resource work.  
  • 2 or 3 Years of work experience with INGOs in a similar role.

 

Language Skills

  • Excellent English & Pashto
  • Language skills (written and oral) will be tested during the interview
  • Proficient in Dari

 

IT Skills

  • Good working skills with MS Office package specially Word, Excel, power point.
  • Experience using scanners, copiers, and file naming systems
  • Excellent MS Office skills
