Job Description

ROLE PURPOSE:

The HR Specialist will be part of the recruitment unit supporting efficient delivery recruitment requirements including HRIS maintenance. This position will also be leading in HR projects and may also act as HR generalist to support various HR functions including pay and benefits, and other HR daily business operations.

 

SCOPE OF ROLE:

Reports to: Talent Acquisition and HRIS Manager

Staff reporting to this post: None

Budget Responsibilities: NA

Travels to the field: on Need Basis

 

KEY AREAS OF ACCOUNTABILITY :

Recruitment

  • Conducts end-to-end recruitment ensuring that the process is fair, transparent, competitive and consistent with SCI and local regulations.
  • Review job descriptions and ensure that they are developed in a consistent manner and according to the established salary grades.
  • Conducts job evaluation process for new or updated functions to ensure alignment in current scale and structure
  • Conducts applicants screening processes – longlisting, interviews, exam
  • Ensure proper and timely vetting and background check of new employees.
  • Prepare Offer Letters and Employment Contracts in line with established procedures.
  • Ensures trackers and HRIS systems are regularly maintained and updated
  • Assist field office recruitment staff in their recruitment requirements
  • Assist the recruitment team in ensuring all recruitment actions are addressed and processed on a timely manner
  • Provides support in HRIS systems troubleshooting

 

Onboarding

  • Maintain and regularly update employee HR files as per established procedures.
  • Ensure newly hired staff submits complete and accurate pre-employment documents
  • Ensures proper endorsement of staff to different work units for proper onboarding process
  • Review and update staff lists to ensure all new hired staff are included in payroll

 

Employee and labor relations

  • Support managers and employees on understanding organizational rules and regulations as well as labour laws
  • Support managers on manpower planning
  • Review/update processes and policies in timely and relevant to the changing situation of the organization
  • Lead in HR related projects
  • Assist in enhancing HR metrices to ensure efficiency in implementing deliverables
  • Coordinates with other HR units in ensuring smooth transition of staffs’ employment processes from onboarding to development
  • Ensure the implementation of HR systems, policies, procedures and guidelines as required by Save the Children including Oracle and any other HR developed system to ensure sustainability and continuity of systems.
  • Perform any other relevant task as assigned by the supervisor.

  • Experience in delivering quality recruitment during a humanitarian situation or massive recruitment actions
  • Keen to details
  • Results orientated, analytic and flexible
  • Ability to work under pressure and manage different priorities simultaneously.
  • Strong organization and prioritization skills.
  • Strong oral and written communication skills in English, Pashto and Dari languages.
  • Willingness to learn, adapt and develop oneself as an HR professional.
  • Good understanding of computer applications including MS Office.
