Job Description

Technical Education and Skill Training Organization TEST has been operational in Kabul-Afghanistan since 2010, focusing on community-based food and livelihood security through agriculture, health, education, peace building, emergency relief, and activities. TEST also helps strengthen the organizational capacity of local institutions. As a result of the ongoing conflict in Afghanistan, many households are experiencing a precipitous decline in access to and consumption of adequate nutritious food leading to a dire nutrition outlook, especially for children under 5 years and pregnant and lactating women (PLW). Household food insecurity has had a significant impact on the prevention of acute malnutrition and management of moderate acute malnutrition, with many cases deteriorating to severe acute malnutrition. These new shocks are occurring against a backdrop of severe chronic food insecurity and persistently high levels of acute malnutrition and child mortality. Considering this deteriorating trend, TEST has entered into a Field Level Agreement (FLA) for general food and Cash distribution with WFP, which includes a floor, Salt, Oil, and been in Ghazni Province of Afghanistan TEST Afghanistan seeks a qualified and experienced WFP Project Manager (PM) to oversee the TEST food and Cash distribution program in partnership with World Food Program (WFP). The PM will lead four field distribution teams (Survey, Scope Registration, Food, and Cash Distribution) to implement a food and Cash intervention in the Kabul and Ghazni Provinces.

 

Job Description:

Responsibilities:

· The Human Resource Officer (HRO) will be responsible for the development of staff and will manage all activities related to staff.

  • The HRO will serve staff and management, by handling day-to-day questions and helping resolve work-related problems.
  • The HRO will assist in communicating TESTO policies and procedures and promote understanding within the organization.
  • The HRO will recruit for open positions and perform the full life cycle of recruiting activities including sourcing and screening applicants, maintaining recruiting systems, drafting offer letters, providing follow-through with candidates, and reporting recruiting statistics.
  • The HRO will draft and update job descriptions; assist in classifying positions and/or reclassifying positions as needed.
  • The HRO will lead employee on-boarding activities; answer employee questions and provide support to managers when integrating new hires into the organization.
  • The HRO will conduct background checks on potential staff members, including following up with references provided.
  • The HRO will administer employee benefit programs, answer employee questions, support claim resolution, and maintain related systems.
  • The HRO will support the performance review process; provide employees and managers with information about the process, policies, job duties, and process for promotion.
  • The HRO will lead employee recreation and recognition programs.
  • The HRO will maintain employee records.
  • The HRO is responsible for the new hire, termination, and change of status forms with payroll. Serve as employee liaison to assist in problem resolution with issues related to benefit deductions and pay.
  • The HRO will coordinate and ensure the completion of employee exit interviews. Report outcome of exit interview information to management and track/maintains data.
  • The HRO will ensure staff compliance with Human Resources Manual

Job Requirements

  • A bachelor’s in the administration of Business or social sciences; an Advanced Degree is desired.
  • At least two to five years of experience in Human Resources or capacity building in the non-profit sector.
  • Strong English skills are also preferred.
  • Ability to perform presentations and trainings.
  • MBA, BBA or B. Sc In Human Resource, Administration, Project Management, related development fields.
