PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.
Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.
Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

General responsibilitiesمسؤلیت های عمومی :
- Focal point for all HR issues in Jalal Abad base.
- Vouch for PU-AMI HR policy implementation and respect.
- Management of all HR process in Jalal Abad (recruitment, hiring, follow-up…) and Supervision of the Field HR officer.
Objective 1هدف اول : Data management
Activities/Main dutiesفعالیت ها/ وظایف عمده: HR Policy implementation and management:
- Act as a focal point regarding all HR procedures, especially regarding internal regulations application.
- Connection and contact person between PU-AMIs’ employees, MOPH Staff in Jalal Abad and HR department.
- In charge of implementing New HR policy in Jalal Abad according to HR coordination instructions.
- Ensuring that the current HR processes properly follow the PU-AMI’s internal regulations and procedures.
- Make sure adequate conflict solving mechanisms can be set up in case of quarrels between different employees.
- Follow up on allegations and/or breaches and misconducts of staff. Conduct needed assessments and investigations for respective cases
- Implement PU-AMI disciplinary measure procedures and take actions as needed
- Line - manage, train and develop the HR field team on a day to day basis
- Ensure adherence to national labor law in all HR processes and procedures
- Advice and mediate in disagreements or conflicts between staff members
- Provide policy and follow up on staff development, e.g. facilitate capacity building, career advancement and training for national staff
Objective 2هدف دوم: Recruitment:

- Supervise all the recruitment process in Jalal Abad.
- Closely liaise with Kabul HR Coordination office on ongoing recruitments.
- Make sure vacancy announcements follows PU-AMI format and are advertised through correct means.
- Participate to candidates’ interviews and make sure recruitment procedures are thoroughly followed by all officers involved in recruitment.
- Make sure the basic principles of transparency, equity and community-based are strictly respected in recruitment at all levels.
- Make sure all candidates receive feedback to their applications.
- Inform regularly HR Coordination of the status of recruitment process
Objective 3هدف سوم : Hiring:

Make sure no employee signs their contract without receiving a proper briefing on internal regulations.
Validate all new contracts with Jalal Abad Heads of Departments and ensure each employee receives a salary corresponding to the level of his position according to PU-AMI salary grid and budget availability
Send two copies of employment contract on time to Kabul HR Department.
Make sure each employee receives a valid job description attached to their contract.
Welcome newcomers and introduce them to Jalal Abad’s office and brief them on PU-AMI activities.
Objective 4هدف سوم : Follow-up:

Be responsible for updates of database in Jalal Abad and send it once a month to HR coordination in Kabul before salaries payments.
Make sure all necessary data such as bonuses or taxes are included on the staff database.
On a monthly basis, check salary slips and supervise salary payments for Jalal Abad based staff.
Be responsible for follow-up of salary taxes in close contact with Finance Department.
Make sure every employee is working under contract and receive proper amendment to his contract in due time.
Establish training plans for the staffs and send Training request to HR Coordination.
Daily follow up for attendance sheets and leaves of employees.
Manage termination of the employee (work certificate, exit form…)
Objective 5هدف سوم : Liaison with Kabul Country Office:
Activities/Main dutiesفعالیت ها/ وظایف عمده:
Ensure a regular flow of communication between Jalal Abad and Kabul HR coordination regarding all HR issues (recruitment, contracts, etc) and make sure that all original documents are sent back to Kabul.
- Make sure all information regarding HR movements like promotion, resignation or dismissal are reported to HR Department in Kabul.
Bachelor degree in Administration and at least 3 years experience working in a similar position with NGO and INGO
Fluent in English and Dari/Pashto.
Excellent communication skills.
Team management experience.
Reliable, rigorous and well organized
Able to manage priorities, take initiatives and work without constant supervision
Able to ensure neutrality and confidential information remaining within the HR department only.
