About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

General responsibilities:

  • Ensure that PU-AMI policies and guidelines on health system strengthening are properly implemented.
  • Provide technical support in the areas pertaining to health system strengthening, particularly on quality improvement.
  • Conduct situation analysis, undertake gap analysis in relevant health system areas, to guide the development relevant technical reports and policy documents as required.
  • Planning for health supervisors and follow up of action plans properly.
  • Support and guide the provincial team to ensure information sharing among health stakeholders through supporting the functions of task forces and/or thematic groups.
  • Monitor project implementation on strengthening health systems towards universal health coverage and prepare progress reports and new project proposals as appropriate.
  • Represent PU-AMI in meetings and relevant missions as appropriate.
  • Support local health authority for outbreak preparedness response and management
  • He/she will support the technical team to improve the health care indicators .

Objective 1:  Service Delivery Performance and Quality:

Activities/Main duties:

  • Offer onsite technical support supervision to health facilities by supporting the development and implementation of health facility capacity building strategies for health centers.
  • Under guidance of deputy health coordinator take responsibility for health facility performance indicators and documentation of program activities.
  • He/she will provide supporting to  the provincial technical team
  • Analyze project implementation strategies to identify constraints to programming success and provide timely recommendations.
  • Submit to the deputy health coordinator a timely weekly, monthly, and quarterly report that will be indicative of program progress during implementation.
  • In collaboration/consultation with other technical staff periodically supervise various activities implemented on the ground by the partner.

Objective 2: Human Resources for Health Support for provincial and health facility staff

Activities/Main duties:

  • Provide technical and supervisory support to health staff while implementing routine program activities.
  • Build the capacity of health facility staff under the pillar of Human Resources for Health, through orientations, trainings and on the job coaching/one-to-one discussions and demonstrations                                
  • The technical team member will monitor the activities conducted in the field and provide feedback to the health facility staff to improve the quality and access to activities.
  • The technical team member will meet on a monthly basis with the health facility staff to review the activities conducted in the field and reflect with the team to understand how the quality of implementation of activities could be improved.

Objective 3:   Health Information System and Reporting

Activities/Main duties:

  • Facilitate data collection and supervision report drafting on a monthly basis in collaboration with Kabul office.
  • Facilitate data collection and outbreak report drafting within 24 hours of an outbreak with related stakeholder
  • Review and analyze monthly, quarterly and project reports provided by the health facility staff and provide feedback.
  • Submission of consolidated of reports to relevant health stakeholders, on regional and provincial levels.
  • Receiving feedback from relevant authorities and transferring their findings to the field.
  • Contribute to interim, final and MoEC report for supervision/monitoring part
  • Receiving feedback from relevant authorities and sharing with field team.
  • Develop systematic feedback based on the reviewed monthly reports and sharing with field team for improvement of the program on monthly basis
  • Develop and share monthly/quarterly progress report on the action plan to Kabul health department

Objective 4: Medicines and

Activities/Main duties:

  • Alongside the Pharmacy Manager and Deputy Health Coordinator monitor the medical supply chain and identify any critical gaps and needs
  • Monitor the provision of medical equipment, maintenance and training is consistent with national guidelines

 

Objective 5: Representation,  Coordination and Governance

Activities/Main duties:

  • Recommend program priorities and explore, evaluate and present new opportunities that leverage the impact and/or complement core program activities related to governance, gender and social accountability.
  • Work with program team/ health team to identify gaps in regulatory compliance at the lower health facilities, and design training initiatives based on identified gaps.
  • Advocate for oversight/governance at regional or provincial level through continuous health management system.
  • Assist the local government in the development of their emergency response capacity including outbreak response.
  • Coordination of activities with other NGO and government partners to avoid duplication of services and support an enabling environment for health promotion and health systems strengthening.
  • When needed, support visits from the field coordinator, regional and Kabul-based staff, and external visitors, such as donors, PPHD, and MoPH, in collaboration with the head of base/ Project Manager and provincial Implementation Teams.
  • Ensuring collaboration with counterparts in partner organization DACAAR in relevant meetings, internal and external.
  • Adhere to PU-AMI policies and procedures and any other duties as assigned by the line manager.

 

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Medical Doctor degree with approved by  MOPH
  • Knowledge of BPHS and EPHS
  • At least 2 years of professional experience working with the government health system is desirable.
  • Experience in delivering capacity building programs especially on organizational capacity of health facilities and establishing support programs.
  • Strong communication skills (oral and written) English, Dari and/or Pashto
  • Flexibility and ability to work under pressure, in challenging security environments.
  • Excellent reporting, communication and representation skills.
  • Proven knowledge and capacity in using computer basic applications MS Word, Excel and internet Intimate knowledge.
  • Ability to travel to the health facilities.
