SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

The HRIS Officer will be mainly responsible for ensuring the Quality, correctness, completeness, consistency, safety, and security of HRIS data. Maintains the HRIS/personnel database system operational (enabled) in the relevant offices. Coordinate the sharing of learned experiences and lessons among RMOs. Maintain biometric attendance devices by enrolling newly recruited employees, exporting, and importing attendance data from devices to HRIS. The HRIS Officer also responsible for creating, updating, and managing employee data on the Human Resources Information System (HRIS) You are required to create, update, and manage employee data including their resume, work information, personal information, salary, disciplinary information, documents, contract and provide support to RMOs. Offer functional assistance to the KMO, and RMOs HR or occasionally provide training of HRIS various module.

  • Ensure the accuracy and completeness of employee’s information in the system and maintain the HRIS/personnel database system operational (enabled) in the relevant offices.
  • Maintain biometric attendance devices by enrolling newly recruited employees, exporting, and importing attendance data from devices to the HRIS, and providing RMOs with technical assistance.
  • Cross check the employee personal information with HRIS data to ensure the data quality.
  • Conduct database management tasks, including data gathering, import and export, data entry, and quality assurance.
  • Coordinate the sharing of learned experiences and lessons among RMOs.
  • Provide technical assistance to the data collection, cleaning, cross-check, verification, and dissemination process
  • Ensure that standards and criteria are satisfied throughout system implementation and maintenance to ensure the system's accuracy, security, and effective implementation.
  • Establishing an efficient coordination and communication framework for information sharing amongst RMOs.
  • Provide reports as per requirement to SCA management, donors or any other party requested by Head of HR.
  • Provide HRIS training to central and regional staff.
  • System backup on regular bases.
  • Regularly follow up employee’s daily attendance and generate monthly attendance report for the payroll officer in-charge.
  • Offer KMO and RMO HR teams’ functional assistance for their HRIS systems to help them solve problems and answer questions.

Job Requirements

  • Bachelor’s in computer science, Information Technology
  • At least 4 years of relevant experience.
  • Fluency in Dari, Pashto and English is required.
  • Strong analytical skills.
  • Strong oral and written communication skills
  • Able to work independently or as a team member
