About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Responsibilities and specific assignments

General responsibilities:

- Ensures timely management and follow-up on administrative documents for international staff members (incl. visas, and work permits)

- Liaises with relevant government departments and bodies with the aim to timely obtaining necessary administrative and legal documents for the Mission 

- Provides support within the Human Resources Department mainly regarding recruitment processes

- Liaises with travel agencies and manages the flight tickets

- Provides short and ad hoc translations of documents

Objective 1:

Administrative duties about international staff

  • Acts as focal point for all matters related to processes and procedures of visas, work permits and other administrative documents required by the Afghan laws
  • Make sure the new hire expatriate receives welcome package
  • Makes sure that every international staff member arriving in Afghanistan receives the security envelope and provides the HR Department with all necessary documents
  • Updates all databases to reflect status and work progress on administration tasks (information such as visa expiry dates, work permits, ID cards registry) and regularly shares the updates with designated staff
  • Reports regularly to HR Coordinator on the work progress
  • Informs timely HR Coordinator about emerging or occurring challenges and issues
  • Keeps HR Coordinator  informed about administrative procedures, processes, requirements, upcoming changes and modifications, new regulations or policies
  • Ensures that attendance sheets of international staff are duly filled and submitted to the HR Department
  • Ensures completeness of the end-of-mission documentation required for international staff
  • Administer expatriate R&R, per diem, and other entitlements.
  • Manage expatriate leave records within the People Sphere system

Objective 2:

Liaising with government departments and other institutions 

  • Represents PU-AMI in administrative processes mainly related to obtaining the documentation necessary for the Mission and its staff members to execute the mandate in Afghanistan
  • Facilitates the communication and maintains positive working relations with government departments, institutions and other relevant bodies or organizations
  • Arranges for and accompanies staff members at meetings with regard to administrative processes, procedures and requirements

Objective 3: Recruitment process:

  • Centralizes all recruitment requests, follows on recruitment processes and closely liaises with the bases on ongoing recruitments.
  • In close collaboration with the department concerned, HR Coordinator in Kabul and in the field, shortlists the applications
  • Ensures that vacancies are advertised timely on ACBAR website, Job Boards in PU-AMI Offices or externally in MoPH, hospitals, universities and other relevant institutions.
  • Makes sure that vacancy announcements follow PU-AMI format and are advertised through approved channels.
  • Makes sure the basic principles of transparency, equity and fairness are strictly respected.
  • Provides reports and updates to HR Manager regarding recruitment processes on weekly bases, and immediately in case of an emerging challenge or issue.
  • Reports any problems that has occured during recruitment process to HR coordinator
  • Participates in the interviews if needed

Objective 4:

Booking and liaison with travel agencies

  • Liaises with travel agencies
  • Maintains databases and follows the flights schedule
  • Performs other tasks related to the management of movement from and to Afghanistan

Objective 5:  Other administrative and HR duties

Activities/Main duties:

  • Assists in printing ID cards for staff members
  • Registers all incoming and outgoing correspondence in the dedicated registration book
  • Assists in obtaining TIN for the new employees
  • Assists in archive of HR files
  • Regularly provides HR Manager with activity reports
  • Performs other tasks as assigned by HR Coordinator

Objective 6:  Translation

  • Provides working level translation to English at meetings if needed
  • Provides occasional translation of documents for the Mission

Job Requirements

Qualification/ Requirements  تحصیلات و شرایط لازمه

At least three years of relevant experience, with the distribution of HR administration, recruitment, and  liaison activities.

•  A bachelor's degree in business administration, human resource management, business management, or related fields in administration or management.

•  Proficient in English at an intermediate level and fluent in both Dari and Pashto.

•  Proficient with Microsoft Office( Excel, words, PPT)  including Outlook and Teams.
