Job Description

S/he ensures/participates in the drafting of HR Development policies, processes & tools and s/he guarantee/ensure the correct implementation/application of HR policies/tools/processes in terms of HR development on the program.

S/he can represent the organization externally for different meetings.

The Duties and responsibilities may include but not limited to: 

  1. FUNCTION DESCRIPTION (FD)
  • Guarantee the correct writing and/or updating, according to the HI rules of the FD of the program
  • Guarantee that program employees have a FD that matches the HI standard and operational/departmental needs
  • Guarantee optimal HR support for program managers in the writing and/or updating of their team's FDs
  • Send the new FD to the HR Specialist - HR Administration for verification of compliance with the standards and the classification grid
  • Participate in the FD weighing committee

 

  1. RECRUITMENT
  • Ensure and/or participate in the drafting/updating of policy and tools regarding recruitment on the program
  • Guarantee the correct application and communication of the policy and tools regarding recruitment on the program
  • Guarantee optimal HR support for managers of the managers in the different steps of the recruitment process
  • Guarantee that each employee has an evaluation at the end of the trial period (this period still being a step of the recruitment process)
  • Guarantee the establishment of salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
  • Validate salary proposals for new recruitments
  • Represent the organization externally in order to reach out to future team members, and to this end ensures some employer visibility via the communication channels used.

 

  1. BRIEFING & INDUCTION
  • Ensure and/or participate in the drafting/updating of policy and tools regarding staff briefing and induction on the program
  • Guarantee the correct application and communication of the rules and tools regarding staff briefing and induction on the program
  • Participate/coordinate staff briefings and/or inductions if necessary

 

  1. STAFF EVALUATION
  • Ensure and/or participate in the drafting/updating of policy and tools regarding staff evaluation on the program
  • Guarantee the correct application and communication of the policy and tools regarding staff evaluation on the program
  • Coordinate the launch and monitoring of the yearly evaluation campaign (communication, briefing, etc.)
  • Ensure compliance with the timetable for annual staff evaluations
  • Guarantee that each employee has an evaluation (annual and/or end of contract)

 

  1. TRAINING & SKILLS-DEVELOPMENT ACTIONS
  • Ensure and/or participate in the drafting/updating of policy and tools regarding training on the program
  • Guarantee the correct application and communication of the policy and tools regarding training on the program
  • Contribute to the identification of skills-development needs and training in conjunction with the STRATOP.
  • Guarantee, based on evaluations, the identification and prioritization of training needs on the program
  • Ensure the creation/updating of training plans for each aera
  • Ensure the compilation of all zone training plans and create the program training plan for correction and validation
  • Guarantee and monitor with HRS the identification of training organizations at the local level and in relation to recurring training needs
  • Ensure a link with external service providers: educational content, buying the training, negotiation and external representation
  • Create and/or regularly update the training catalog (local and national training, online training, HI training, etc.)
  • Guarantee good communication of the training catalog within the program
  • Guarantee/participate/coordinate the preparation, organization and facilitation of training on the program
  • Identify and implement other actions/options in terms of skills development in the program (mentoring, coaching, mobility, etc.)

 

  1. INTERNSHIP
  • Ensure and/or participate in the drafting/updating of policy and tools regarding internship on the program
  • Guarantee the correct application and communication of the rules and tools regarding internship on the program
  • Ensure that general budgets include a specific budget for interns
  • Define for each year the number of trainees to integrate for each base
  • Ensure the proper integration of trainees and the smooth running of the internship

 

  1. MOBILITY & CAREER MANAGEMENT
  • Ensure and/or participate in the drafting/updating of policy and tools regarding mobility & career management on the program
  • Guarantee the correct application and communication of the policy and tools regarding mobility & career management on the program

 

  1. ROSTER & EMERGENCY POOL
  • Ensure and/or participate in the drafting/updating of policy and tools regarding roster on the program
  • Ensure the correct application and communication of the policy and tools regarding roster on the program
  • Coordinate the work of identifying the needs of the roster (in quantity & quality)
  • Ensure regular updating of the roster
  • Participate in the emergency launch meeting in order to identify HR needs and the human resources available to respond to the emergency

 

  1. HR AUDIT, REPORTING & MONITORING
  • Carry out HR audits during field visits and write field visit reports
  • Identify areas for attention and possible improvement
  • Ensure a debriefing after each field visit
  • Ensure the drafting of the monthly HR report for the HR Development section
  • Participate in the drafting of the annual HR report
  • Ensure the development/update and communication of the HR kit for the HR Developement part

 

  1. HR TEAM MANAGEMENT
  • Participate in writing/updating job description and objectives for the program's HR team
  • Participate in completing HRS evaluations
  • Participate and/or lead HR meetings
  • Participate in the development and/or updating of personal development plans for all HR staff in the program
  • Identify training needs within the program's HR team and organize/facilitate training (individual and/or collective)
  • Ensure adequate support according to requests
  • Plan and organize field visits and write a visit report after each visit

 

  1. EMERGENCY PREPAREDNESS AND RESPONSE
  • Contribute to the program's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI

 

  1. OTHERS
  • Fully or partially provide backup for a member of the HR team (HRS, HPCCM, HR Specialist, etc.)

Job Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Proven experience of at least 4 years in human resources, with a focus on recruitment, training, and employee development.
  • Knowledge of local labor laws and regulations.
  • Strong communication and interpersonal skills.
  • Excellent organizational and time-management abilities.
  • Detail-oriented and able to handle confidential information with discretion.
  • Proficient in MS Office and HRIS systems.
  • Fluent in English is a must.
  • Willing to travel to other provinces as needed
