People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

Position Summary

Under overall supervision of the HR Officer, the HR Assistant is responsible for effective follow up and implementation of day to day human resources activities, policies and procedures for Kabul Office.

Reporting Line: The HR Assistant reports to the HR Officer.

DUTIES AND RESPONSIBILITIES

HR Administration:

  • Assist with the management of all staff contracts and amendments for the designated locations;
  • Monitor the end dates of contracts and ensures prolongations, position/salary changes, and terminations are ready in a timely manner and in alignment with applicable internal guidelines and/or labor laws;
  • Ensure all contracts and amendments are signed by both parties and uploaded to ELO;
  • Ensure staff are familiar with and sign all obligatory and relevant documents, including but not limited to the Informed Consent, National Staff Handbook/Duty of Care, Code of Conduct and Key Policies, and other policies/procedures;
  • Assist with contract terminations to alignment with applicable labor laws and PIN procedures through ensuring all appropriate documentation is collected and signed, including:
  • Termination checklists
  • Debriefing/exit interviews have been offered
  • Ensures all pending tasks, such as uncompleted e-learnings, missing attendance/timesheets, etc are collected prior to the employee’s last day
    • Maintains employee record-keeping according to relevant law and PIN procedures.
    • Ensures all personal and employment documents are collected, signed, and archived in the appropriate folders on ELO;
    • Fills in updates leave trackers, recruitment trackers, HR database, contact list and organigram and personnel trackers;
    • Collects timesheets and attendance sheets in accordance with location procedures and ensures proper archivation;

Recruitment, Selection, and Onboarding

Supports the line manager and HR officer with recruitment and onboarding at the Take lead on recruitment of guards, housekeepers, cleaners, enumerators and other positions assigned by the HR Officer;

  • Ensures conflicts of interest for all relevant stakeholders in the hiring procedure are checked and mitigated;
  • Assists with the recruitment process for open positions, including but not limited to preparing longlists, scheduling and attending interviews and written tests, and the job offer process;
  • Ensures all recruitment and selection documents are completed properly and archived
  • Ensures all required employment documents, including the Welcome Email, Informed Consent, job description, Code of Conduct and Key Policies, National Staff Handbook/Duty of Care, etc have been received by the employee and signed as necessary;

Other

  • Ensures all employees are completing required trainings by the designated due date;
  • Sends welcome e-mail and introduced the new employees
  • Serves as a location focal point for employee questions, comments, and concerns;
  • Ensure that changes in the policies and procedures are introduced and communicated to the employees on a timely manner;

Responds and assists employees and escalates to senior management as appropriate;

 

Job Requirements

QUALIFICATIONS AND PREFERRED SKILLS 

  • At least 1-2 year’s professional experience in a position of HR/Admin with a similar level of responsibilities and requirements in humanitarian and/or development organization;
  • University Degree in Business Administration or Management
  • Excellent communication and negotiation skills, including listening 
  • Ability to work independently 
  • Willingness to take responsibility for assigned responsibilities
  • Willingness to travel between field offices if needed.   
  • Fluent in English, Dari and Pashto – written and spoken  
  • Proficient in use of MicroSoft Excel and Word
  • Solutions focused, proactive and able to use initiative
