Great Organization for Learning and Development (GOLD) is a non-profit, non-governmental, and non-partisan organization that works to improve health, nutrition, education and reduce illiteracy, unemployment, and poverty in Afghanistan. GOLD was established in 2018 by a team of committed young Afghan professionals who wanted to make a positive difference in the lives of their fellow citizens. They recognized the urgent need for education, health, nutrition and livelihood opportunities for the most underserved and vulnerable groups in Afghanistan, especially those who suffer from extreme poverty, war, natural and environmental disasters. GOLD also supports their empowerment and self-reliance through various programs that aim to enhance their skills, knowledge, capacities and access to resources. Some of these programs include literacy classes, vocational training, health awareness campaigns, nutrition interventions, income generation activities, microfinance services, community mobilization and advocacy. GOLD is honored to provide humanitarian aid in both emergency and development contexts, with the vision of creating a better future for Afghanistan. Job Description

Position Summary:

The HR and Administration will be responsible to handle both human resources and administrative tasks in the Organization. He/she will be responsible for managing personnel records, updating databases, and assisting in HR operations. The incumbent will handle tasks such as implementing the Organization’s HR related policies, scheduling interviews, and preparing HR-related reports. The HR and Administration Officer should have excellent communication and organizational skills, as well as a thorough knowledge of NGO policies and procedures. He/she should also be able to work well in a team and under pressure.

Main duties & responsibilities

HR functions:

  • Implement GOLD’s Employee manual/policy and procedures, and recruitment guidelines throughout the hiring/firing processes.
  • Ensure the documents are in compliance with HR-related specific labor law of the Islamic Emirate of Afghanistan; GOLD’s policies and international standards.
  • Develop and implement HR strategies and initiatives aligned with the Organization's overall objectives.
  • Manage and oversee the recruitment and selection process, ensuring the acquisition of top talents for various positions within the Organization.
  • Administer and implement compensation and benefits programs to attract, motivate, and retain employees.
  • Implement effective performance management systems, including goal setting, performance evaluations, and employee development plans.
  • Oversee employee relations, including handling grievances, disciplinary actions, and conflict resolution.
  • Ensure compliance with HR regulations and maintain accurate and up-to-date employee records.
  • Develop and implement training and development programs to enhance employee skills and competencies.
  • Lead and manage the HR team; provide guidance, coaching, and support to ensure high performance and employee engagement.
  • Collaborate with department managers to address HR-related issues and provide guidance on HR policy and procedures.
  • Develop and maintain HR metrics and analytics to measure the effectiveness of HR programs and initiatives.

Administration Functions:

  • Oversee and manage the administrative functions of the Organization, including facilities management, travel arrangements, and vendor relationships.
  • Monitor and control HR and administrative budgets to ensure cost-effectiveness and adherence to financial guidelines.
  • Stay updated on GOLD’s trends and best practices in HR and administration and recommend improvements to enhance organizational effectiveness.
  • Ensure efficient operation of administrative processes and systems to support the overall functioning of the organization.
  • Collaborate with other departments to address administrative needs and provide guidance on administrative policies and procedures.
  • Maintain accurate and up-to-date records related to administrative activities.
  • Implement and maintain effective document management systems and processes.
  • Provide guidance and support to employees on administrative matters.
  • Ensure compliance with relevant regulations and laws governing administrative functions.

Job Requirements

Qualification and experience:

  • Bachelor or preferably MA in business administration, HRM or Public administration
  • At least three years of post-qualification experience working in HR and Administration function preferably with an I/NGO or reputed N/NGO
  • In-depth knowledge of HR principles, labor laws, and regulations.
  • Strong understanding of recruitment and selection techniques, performance management, and employee relations.
  • Must be computer literate with a comprehensive knowledge of MS, Excel & HR Management software.
  • Ability to work independently on own initiative
  • Willingness to travel to field sites on a regular basis
  • Good communication & team building skills
  • Good written/verbal command over English language

Desirable:    

  • Knowledge of development and humanitarian issues

Essential:

  • Strong leadership skills with sensitivity in dealing with government authorities on critical issues
  • Strong management skills and ability to motivate others and promote financial accountability among staff
  • Skills in time management and prioritizing
  • Ability and willingness to work as part of a multi-cultural team
