HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and  psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

  • Ensure overall management, administration and supervision of the provincial hospital;
  • Responsible to build, lead and guide a qualified successful hospital management team. 
  • Represent the hospital in meetings with UNICEF, WHO, Health Cluster, MOPH/PHD and other stakeholders
  •  Liaison, communicate and coordinate with MOPH, donor, other NGOs, UN agencies, communities and other relevant institutions.
  • Actively participate in the regular meetings of Hospital Community Board, is able to take appropriate action that the board identifies and maintain good community relations.
  • Ensure that performance appraisals and training needs assessments of the staff are conducted and that appropriate trainings and skills and knowledge transfer activities are occurring.
  • Ensure that proper human resource and other policies, guidelines and procedures are implemented appropriately in the hospital;
  •  Ensure that the hospital operations are in compliance with organization, MOPH and donor requirements.
  • Ensures informative, accurate and timely reports are prepared about the hospital.
  • Ensure that all relevant committees are functional and do effective work in the hospital
  • Regular supervision based on standard chick list (HNMC/EPHS checklist) at least once per month
  • Internal control of the departments in hospital like; admin, finance, HR, HMIS, nursing, pharmacy …
  • Ensure that regular filling system is in place and data/information safety is ensured
  • Monthly review of the HMIS data, KPIs and hospital quality indicators and presenting data to the hospital key staff
  • Ensure rational use of medicines, reporting and accountability in the wards and hospital
  • Conduct SBM on quarterly base, prepare the plan and track it regularly
  • Provide technical support to the DH if needed
  • Arrange internal capacity building sessions in the hospital for management and clinic staff
  • Ensure data accuracy and consistency and check the data quality on regular base
  • Oversee and control the procurement and recruitment process for the hospital
  • Manage and ensue that referral is based on MoPH guidelines
  • Ensure that proper plan is exist for the hospital and equipment maintenance and applied by the relevant department/staff
  • Regular check of the night duty rosters and ensure that relevant staff are exist in the hospital
  • Update the hospital KPIs trend and visualize the achievements on regular base
  • Ensure safety of staff, clients and assets through regular supervision, SOP and risk mitigation measures
  • Coordination with BPHS team to control and manage referral and caseload.

Job Requirements

  • Master degree in Public health (and or related field) with 5 years proven experience working on hospital management position and or in public health management managerial positions.
  • Graduated from recognized medical univerity (and or related field) with 10 years proven experience working on hospital management position and or in public health management managerial positions.
  • Excellent communication and interpersonal skills
  • Well familiar with MS office package and data entry.
  • Effective communciation and problem solving skills.
  • Familiar with hospital related reports.
  • Well familair with EPHS package.
  • committed and honest to work.
  • Excellent written and verbal skills in English and other local Languages.
  • Ability to work long hours, ofter under pressure.
