About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

General Conditions of Employment:

The employee shall abide to this job description, his/her employment contract, PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments, as well as any  rules, regulations, internal policy that may be adopted by PU-AMI Afghanistan

PM/ DPM and Senior Technical Officers

Supervise اشخاصی را که نظارت میکند:   Health Facility staff                  

In direct cooperation withدر همکاری مستقیم با : In close cooperation with  Senior Health officer,

Pharmacy Manager, Senior Nutrition officer , Health Liaison Officer and Senior SRH Officer PM, DPM 

In collaboration with all program and support departments of PU-AMI (finance, HR, logistics, security).

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

  • Ensure that PU-AMI policies and guidelines are properly implemented.
  • HMIS Officer will supervise and monitor the inputs, processes, outputs and outcomes of the projects planning for health supervisors and follow up of action plans properly.
  • The HMIS Officer will also deal with the data and information flow and knowledge management within the project.
  • Represent PU-AMI in meetings as appropriate.
  • Any other activities not listed in the JD but requested by Line manager

Objective 1هدف اول : HMIS supply management

Main activitiesفعالیت ها/ وظایف عمده:

  • Ensure from presence of enough and update reporting and recording tools in services delivery points level
  • Ensure him/herself from presence of recording, reporting and analyzing tools at HFs.
  • To request HMIS tools based on the need of the project
  • Ensure him/herself that tools end-user know about proper and accurate using of HMIS tools.    
  • Objective 2هدف دوم: Data management

Main activities فعالیت ها/ وظایف عمده:

  • Regular collect, compile and analyze the HMIS data and submit monthly HMIS reports to MoPH
  • Regularly update HMIS database/ DHIS2 and data sheets for the different health facilities
  • Cross check data from different source and provide feedback for related HFs if there be any discrepancy in source
  • Providing graphs, charts and indicator trends for different HFs.
  • Provide necessary information and data about the project services and indicator in coordination with M&E Manager and data management officer.
  • Develop and share monthly/quarterly feedback with the project team 

Objective 3هدف سوم : Supervision and monitoring:

Activities/Main duties  فعالیت ها/ وظایف عمده:

  • Conduct supervision and monitoring form HFs and project service delivery points
  • Conduct face to face meeting with supervised HFs and provide oral feedback with them for services improvement.
  • Providing and sharing written feedback and action plan for supervised HFs.
  • Follow up of action points and ensure him/herself form their solutions in the HFs.

 Objective 4 هدف چهارمInternal coordination with project and health facility staff

Activities/Main duties  فعالیت ها/ وظایف عمده:

Internal coordination with project and health facility staff Internal Coordination:

•       Actively collaborate and coordinate with Deputy Health Coo and Technical officers in Health Department on relevant program topics.

•       Participate on the weekly Health Department meetings.

•       Prepare herself and participate on quarterly/ bi-annual review meetings.

Objective 5 هدف پنجم: Reporting

Activities/Main duties  فعالیت ها/ وظایف عمده:

  • Facilitate collection and report-drafting of project activities on a monthly basis.
  • Facilitate collection and report drafting of other related project on a monthly basis.
  • Review, analyze and finalize monthly, quarterly and project reports by the health facility staff and provide feedbacks.
  • Contribute to interim and final projects’ reports.
  • Receiving feedback from relevant authorities and sharing with field team.
  • Develop systematic feedback based on the reviewed monthly reports and sharing with field team for improvement of the program on monthly basis
  • Develop and share monthly/quarterly feedback with the project team.

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Education as medical doctor with 2 years of HMIS field
  • Knowledge of BPHS and EPHS
  • At least 3 years of professional experience working with the government health system is desirable.
  • Experience in delivering capacity building programs especially on organizational capacity of health facilities and establishing support programs.
  • Strong communication skills (oral and written) English, Dari and/or Pashto
  • Flexibility and ability to work under pressure, in challenging security environments.
  • Excellent reporting, communication and representation skills.
  • Proven knowledge and capacity in using computer basic applications MS Word, Excel and internet Intimate knowledge.
  • Ability to travel to the health facilities.
