About Afghanistan Rehabilitation and Education Program (AREP):

AREP is an independent non-governmental, non-profit Afghan national organization that was established in 1994 and registered with the Ministry of Economy in 2005. AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process. Besides AREP is a member of Education International (EI), Agency Coordinating Body for Afghan Relief and Development (ACBAR), Afghan NGOs Coordination Bureau (ANCB) and DUKE OF EDINBURGH’S (The International Award for Young People) AREP is also one of the few Afghan NGOs certified by the Afghan Institute of Civil Society (AICS) in 2018.

AREP is working for women, youths, and children where disability is the top priority among the AREP three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING [Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other training for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in the multi-cultural program, government and community dialog, peace building and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Job Description

Environmental Health and Safety Engineer job profile

Environmental Health and Safety Engineers are responsible for creating and enforcing a culture of safety within their organizations.

Environmental Health and Safety Engineer Duties/ Responsibilities:

  • Provides effective technical leadership in environmental health and safety, including pollution prevention, for an organization’s operations.
  • Ensures compliance with environmental, health, safety, and environmental regulations.
  • Develops, implements, and enforces environmental, health and safety policies and procedures, including safety programs, policies, and procedures.
  • Provides consultation and training to employees on environmental, health, and safety matters.
  • Implements, monitors, and enforces environmental, health, and safety programs, policies, and procedures.
  • Develops environmental, health, and safety plans, programs, and procedures.
  • Identifies, analyzes, and resolves environmental, health, and safety problems.
  • Maintains and manages environmental, health, and safety databases and recordkeeping and prepares reports.
  • Oversees environmental, health, and safety audits and inspections.
  • Implement, maintain, and oversee safety and environmental regulations, procedures, and practices.
  • Develop, create, and update health and safety plans and procedures.
  • Conduct site inspections of construction areas, and monitor site compliance with health and safety requirements.
  • Ensure all individuals, contractors, and subcontractors have appropriate training.
  • Conduct compliance reviews.
  • Monitor compliance with environmental, health, and safety requirements
  • Maintain daily and weekly reports regarding equipment maintenance, inventory, and other operational activities.
  • Manage the hazardous materials inventory.
  • Perform audits and reviews to ensure compliance.
  • Manage the pharmaceutical waste program, including pharmaceutical waste consolidation, disposal, and labeling.
  • Develop and implement comprehensive HES programs and procedures to ensure compliance with
  • Develop and deliver training programs to educate employees on HES policies, procedures, and best practices.  
  • Investigate incidents, accidents, and near-misses to determine root causes and implement corrective and preventive actions.
  • Collaborate with regulatory agencies and external stakeholders to ensure compliance with environmental regulations and permit requirements.  
  • Stay current with industry trends, advancements, and regulatory changes related to HES practices.

Job Requirements

  • Bachelor’s degree in engineering or related field
  • 4+ years of experience in an environmental health and safety position
  • Knowledge of engineering principles and practices and regulations
  • Knowledge of industrial hygiene and safety procedures, laws and regulations
  • Ability to read and interpret technical procedures and documents
  • Excellent communication skills, both written and oral
  • Bachelor's degree in environmental science, occupational health and safety, engineering, or a related field. 
  • At least 3 years Proven experience in HES engineering or a similar role, preferably in a Construction Project.          
  • Knowledge of risk assessment methodologies and hazard identification techniques.       
  • Excellent communication and interpersonal skills to effectively collaborate with employees at all levels of the organization.    
  • Ability to work independently and manage multiple priorities in a fast-paced environment.           
  • Proficiency in using HES software and computer applications. 
  • Professional certifications in HES (e.g., Certified Safety Professional, Certified Construction or Industrial Hygienist) are advantageous
