About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

In direct cooperation withدر همکاری مستقیم با : In close cooperation with  Senior Health officer,

Pharmacy Manager, Senior Nutrition officer , Health Liaison Officer and Senior SRH Officer PM, DPM 

In collaboration with all program and support departments of PU-AMI (finance, HR, logistics, security).

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

  • Overall supervision, monitoring and leadership MHTs and fix centres in Kabul province
  • Direct involvement in treatment of childhood illness, referring beneficiaries to a nearby health facility for injury and trauma care as first aid support including first dosage of treatment and urgent referral in the assigned locations.
  • Ensure all staff in the mobile health team and fix centres are following national guidelines and organizational protocols.
  • Supervision and coordination of the existing Community Health structures (Health Shura, CHWs,  and FHAGs).
  • Liaison with community leaders in the assigned areas to facilitate good working relations and community acceptance and participation in the project.
  • Any other activities not listed in the JD but requested by Line manager

 

Objective 1هدف اول : Quality management

Main activitiesفعالیت ها/ وظایف عمده:

  • Ensure accurate record keeping of all activities at the mobile health site or in the communities
  • Collect, review, and submit required daily, weekly, and monthly reports. Carry out required quality checks according to provided checklists
  • Ensure the functionality of feedback mechanism and AAP
  • Clinical supportive supervision and conducting on the Job training to the fix centres, mobile team and community structures staff.
  • Prepare regular stock requests to ensure sufficient stock (medicine, medical supplies, and non-medical supplies) is available at each HF.
  • Ensure safe storage of all medicine’s medical supplies and equipment
  • Monitor expiration dates to ensure stocks are used prior to their expiration date
  • Conduct weekly stock checks and keep accurate records of stock movements of medical supplies
  • Report any suspected or identified fraud cases at the Health and Nutrition site to the Project Manager, Deputy Project Manager.

 

Objective 2هدف دوم: Support medical teams on the field in implementation of ongoing activities

Main activities فعالیت ها/ وظایف عمده:

  • Provide daily oversight and supervision of all activities at the assigned fix centres and mobile team locations using monitoring check lists.
  • Coordinate with staff and check patient flow and organize the team and the site efficiently and according to quality standards.
  • Oversee the implementation of IMNCI, RH, injury and trauma care, mental health, and community health activities as well as establish referral pathways to strengthen links between project locations and existing static health facilities in project areas of operation.
  • Provide access to quality, essential PHC services.
  • Support existing Community Health structures and implement Care Groups (CG) for behaviour change communication to the assigned mobile team locations, following national protocols.
  • Assist with supervision and on-the-job training of fix centres, health mobile team and other staff and community workers involved in the health programming.
  • Establish a work plan for the Health and BCC activities and provide daily oversight and supervision.
  • Establish a work plan for the Mobile Health teams ensuring coverage of the mobile site catchment areas.
  • Ensure adherence to the organization’s values and professional behaviour of all nutrition staff and take the lead in resolving problems if needed

 

Objective 3هدف سوم : Ensure proper capacity building for the staff involved in projects

Activities/Main duties  فعالیت ها/ وظایف عمده:

  • Provide daily oversight and supervision of all activities at the assigned fix centres and mobile team locations using monitoring check lists.
  • Coordinate with staff and check patient flow and organize the team and the site efficiently and according to quality standards.

 Objective 4 هدف چهارم: Ensure external coordination with stakeholders, in close collaboration with the line manager

 

Activities/Main duties  فعالیت ها/ وظایف عمده:

  • Act as the health focal point for community leaders and beneficiaries in the assigned mobile team catchment areas.
  • Liaise with Government and other partners providing health in the same location
  • Attend district level health elated meetings if required
  • In collaboration with the Line Manager and other MHTs operating in the same district ensure staff of referral facilities are informed of all aspects of the program including referral pathways
  • Assist in mapping of villages and communities that have poor access to health and nutrition services
  • In collaboration with the Project Manager establish referral pathways to health facilities, podiatric and inpatient facility for next level of care.
  •  Provide updates to the project manager, Health officers & nutrition officer on community specific challenges and barrie.

Internal Coordination:

•       Actively collaborate and coordinate with Deputy Health Coo and Technical officers in Health Department on relevant program topics.

•       Participate on the weekly Health Department meetings.

•       Prepare herself and participate on quarterly/ bi-annual review meetings.

Objective 5 هدف پنجم: Reporting

  • Facilitate collection and report-drafting of project activities on a monthly basis.
  • Facilitate collection and report drafting of other related projects (Emergency project, BHA, ECHO, etc.), on a monthly basis.
  • Review, analyze and finalize monthly, quarterly and project reports by the health facility staff and provide feedbacks.
  • Submission of consolidated of reports to relevant health stakeholders, on regional and provincial levels.
  • Receiving feedback from relevant authorities and transferring their findings to the field.
  • Contribute to interim and final projects’ reports.
  • Receiving feedback from relevant authorities and sharing with field team.
  • Develop systematic feedback based on the reviewed monthly reports and sharing with field team for improvement of the program on monthly basis
  • Develop and share monthly/quarterly feedback with the project team.
 

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Education as medical doctor with 3 years of public health experience
  • Knowledge of BPHS
  • Experience with INGO/ NGO, an asset
  • Strong communication skills (oral and written) English, Dari and/or Pashto
  • Flexibility and ability to work under pressure, in challenging security environments.
  • Good interpersonal skills, motivation for teamwork.
  • Full proficiency in MS office
  • Ability to travel to the health facilities.
