Job Description

KEY AREAS OF ACCOUNTABILITY:

The postholder will lead the management of the H&N programme in the province by:

Programme Implementation

  • Lead the health and nutrition in operational management of the health and nutrition assigned projects.
  • Provide strategic guidance and strong leadership to Health and Nutrition teams at the province and partner focal points to ensure the delivery of programme targets and technically sound decision-making processes
  • Accountable for the development of detailed implementation plans, procurement plans, budget management and relevant project reports for their province.
  • Responsible for drafting and reviewing project workplans and budgeting for field activities associated with donor requirements and provide guidance to the project coordinators in their delivery of those requirements as well as review project reporting schedules, developing project reporting tools for field teams.
  • Regularly review health and nutrition project achievements by comparing them to the project DIP and provide a summary of recommended areas for improvement and catch up
  • Lead an action plan with the project coordinators for immediate and future strategies for effective project impact.
  • Review province health projects monthly and progress reports and provide feedback to the relevant project coordinators for the improvement of project activities.
  • Ensure program management approaches follow SCI standards and ethical principles (including the humanitarian principles).
  • Lead on the implementation of monthly targets; weekly work plans; database management; regular reviews of target indicators; and the processing of status updates.
  • Ensure the planning and operation of supervisory visits to the health and nutrition facilities (mobile or static), ensuring service delivery meets minimum SCI, WHO, Sphere and national standards.
  • Support the day-to-day implementation of mobile health and nutrition teams ensuring the quality of the health and nutrition programme is of minimum Sphere standards, WHO standards and national standards (NSTG).
  • Ensure efficient medical supply chain management, prompt request of supplies, and supplies storage in line with SCI’s are sufficient and that drugs are stored and used correctly.

Staff Management, Mentorship and Development

  • Manages, supports and mentors operation team members to ensure timely, quality implementation of work plans, budgets, and organizational and donor compliance through:
    • Effective use of the Development to Perform system including the establishment of clear, measurable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations
    • Regular on the job mentoring and coaching, to demonstrate increased skills and confidence for their respective work areas and work more efficiently with better prioritization of work;
    • Coaching, mentoring and other developmental opportunities;
    • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans
  • Support the Health Specialist in developing and rolling out a supervision plan to all clinical and nutrition staff and ensure that the Clinical Standard Scorecards are collected quarterly by the H&N Coordinators and Officers. 

Budget planning, expenditure monitoring and financial reporting

  • Act as Budget Holder (BH) when appointed, covering all requirements of the BH role.
  • Lead or assist other relevant budget holders in the SCI-Af Office to review budget vs actuals (BvA), document major deviation from the plans, compile comments; refines analysis and when variances, propose mitigation/adjustment actions
  • Coordinates with CO Awards Management to ensure compliance with donor rules and regulations, especially related to financial management, procurement, advances to staff and partners, and sub award monitoring.

Award Management and Reporting

  • With Awards, lead kick-off meetings, development of DIPs, Procurement Plans, Recruitment Plans, Budget Phasing, Budget Forecast, and Monthly Cash Forecast.
  • Lead the update of award for the Awards Implementation Review (AIR) Meeting, and ensure the monitoring of activities and budget.
  • Ensure that timely and accurate reports are provided to the CO H&N team.
  • Collaborate with the CO Senior H&N Program Manager and relevant PDQ Technical Advisers to ensure that quality benchmark trainings are held, understood and achieved.
  • Assist CO H&N Team for preparing and editing health and nutrition project reports –– monthly, quarterly, and final.

Coordination and Representation

  • S(he) respresent and maintain coordination with all stakeholders, attending various meeting heled at PPHD and PND and will support project coordinators to advance existing partnerships with PPHDs, WFP, WHO UNICEF, NGOs and INGOS, sub-clusters maintaining and supporting positive working relations with the above-mentioned stakeholders at national and provincial level, attending various floors (meetings) for the timely support and quality services delivery.
  • Meet periodically with project coordinators for maximum coordination, information sharing, and problem solving.
  • Liaise with the MEAL Department for outcome-level analyses (quantitative and qualitative) of the project’s progress, beneficiary impact, and challenges from the field.
  • Ensure that the views of community staff are factored into programme implementation throughout the life cycle, and to bring improvements both in terms of efficiency and quality.
  • Regularly coordinate and collaborate with other program managers and program teams to strengthen programmatic synergies and impact for children

Monitoring:

  • With support from the Monitoring & Evaluation team put in place an M & E plan for the assigned project, ensuring this links to reporting requirements, and capacity build health field staff in carrying out the work.
  • Support MEAL in putting accountability mechanisms in place for Health components of projects, ensuring that feedback is responded to in a timely manner, and that feedback from children and their families is considered in project design.
  • Monitoring the health and nutrition program interventions and identifying program deviations(gaps), sharing the gaps with the Project coordinators to make a proper action plan.
  • Ensure that projects are on track in sense of indicators and immediate outcomes.
  • Share the findings in the forms of monitoring reports with project coordinators for the service improvements.
  • Lead and/or participate in any final evaluation of the projects that may be undertaken.

Safeguarding (Child, PSEA, Anti-Harassment)

  • Support the program staff so that they comply with all relevant Save the Children policies and procedures regarding child protection and child safeguarding, for the maximum protection of children.
  • Ensure materials related to Child Safeguarding and reporting in all sites in a way that is accessible to people irrespective of age and literacy.
  • Report Child Safeguarding and/or PSEA cases when encountered.

QUALIFICATIONS

Undergraduate degree in relevant discipline.

EXPERIENCE AND SKILLS:

  • At least four years’ experience of NGO implementation experience in relevant function / field.
  • Strong understanding of MoPH standards and guidelines.
  • Intermediate English communication skills, both verbal and written
  • Fluency both verbal and written in Dari and Pashtu.
  • Be able to annualize information, evaluate options, and think and plan in an effective, and strategic manner.
  • Substantial experience of line management, effective team building' and capacity development.
  • Proven record of successful team leadership, management of implementing teams and delivering
  • Programme objectives in complex, fragile and challenging environments, in particular with regards to staff safety and security management.
  • Excellent interpersonal, communication' and presentation skills.
  • Commitment to, and understanding of, Save the Children's Principles and values' including child rights and child protection
