Job Description

The purpose of the BHA-funded FRAMES II Health and Nutrition component aims to enhance physical and emotional well-being outcomes for women and children under 5 in challenging-to-reach communities. This is achieved by offering access to high-quality, integrated lifesaving health, nutrition, and MHPSS services. FRAMES project will bring about medium-term change in marginalized and hard-to-reach areas by ensuring equitable, inclusive, and safe access to health and nutrition services for vulnerable groups. This includes providing lifesaving health and nutrition services for populations not covered by BPHS, engaging various stakeholders to deliver integrated malnutrition treatment in communities and health facilities, and establishing gender and disability-inclusive WASH facilities in health centers.

This full-time, grant-funded position directly reports to the Project Director and is dedicated to managing and offering technical leadership to the FRAMES Consortium partners (WV, ACF, and CRS) in their Health and Nutrition interventions  as well as coordination with relevant MoPH department as needed. The role is field based in Herat, Afghanistan, with frequent visits to remote field sites in Faryab, Ghor, Herat, Badghis, Badakhshan, and Kabul Provinces.

Major Responsibilities

40% Partner Coordination and Communication

  • Primary contact for consortium partners during the life of the grant period in relation to health and nutrition interventions.
  • The coordinator is tasked with organizing the monthly health Technical Working Group (TWG), preparing, and circulating the agenda among consortium members, and leading the meetings to ensure collaborative progress. Building relationships and establishing and nurturing productive relationships between partners to foster a collaborative environment as well as relevant MoPH department in consultation with the consortium director and the .
  • Be responsible for maintaining and strengthening relationships with key partners, especially health and nutrition focal points.
  • Responsible for handling reporting of partners and WVI health and nutrition component of the FRAMES project, ensuring overall quality of the consortium is being upheld.
  • Flag issues to Project Director and consortium Project Management Unit as required.
  • Enable information sharing and partner communication in a spirit of collaboration.
  • Build and foster healthy working relationships with consortium partner staff.
  • Support the MEAL and Reporting Manager and the PM in reviewing and providing health sector reports from all the consortium partners and share with the project Director and WV Health Sector Lead.

 

20% Grant Management and finance management of the health and nutrition component of the FRAMES project:

 

  • Monitor progress of health and nutrition activities consortium towards achieving project targets, flagging any concerns to the Project Management Unit, review the report and track the progress data.
  • Monitor consortium expenditure and forecasting, liaising with partners on under/overspending of the health and nutrition component of the project as well as all consortium members as required.
  • Compile and synthesize reports from all consortium partners to produce timely and accurate donor reporting and share with the Project Director as well as to the Health and Nutrition Sector lead for recording.
  • Maintain link between partner finance departments and WV finance in areas of the health and nutrition activities and way-forward.
  • Ensure smooth, timely cash flow to consortium partners, ensuring partners understand cash request requirements.
  • Ensure compliance requirements maintained within consortium, including audit notification and coordination.

 

20% Quality Assurance

  • In close coordination with MEAL , health sector and Reporting Manager; take part in the field visit and Flag issues where quality might not be maintained and seek solutions for challenging issues.
  • Support partners with advice in challenging liaison with authorities and help share lessons learned.
  • Lead discussions within the Health and Nutrition Technical Working Groups where lessons learned can be shared and experience learned from between partners.

 

20% Donor Relations, reporting and Representation.

  • Act as primary contact for FRAMES project for Health and Nutrition component of the consortium-related matters.
  • Maintain a very good relationship with all consortium partner members and properly follow the health and nutrition component of the project with all members and with donor as directed by project director.

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.

 

Job Requirements

Knowledge/Qualification for this Role

Required Professional Experience

  1. At least 5 years of Relevant experiences in Health and Nutrition Programing in national and international NGOs.
  2. Experience of working within a consortium set up is preferred.

 

Travel and/or work Environment

Requirement The position is based in Herat with frequent travel to all the FRAMES project targeted districts.

Physical Requirements

Being in good health and physical condition.

Language Requirements

Fluent in Dari or Pashtu & English written and reading

Preferred Knowledge and Qualifications

Humanitarian context knowledge and experience. Experience in developing action plans, preparing curriculum and training/orientation materials. Experience in documentation and reporting. Experience working with community leaders (Community Based Structures) Experience in adult learning methodology and monitoring of training activities. Ability to work with minimal supervision. Ability to work as part of a field team. Very good communication with communities and local authorities. Excellent presentation and communication skills. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context. Able to maintain performance expectations in diverse cultural context, stressful environments and with limited resources. Cross cultural sensitivity, flexible views, emotional maturity and physical stamina. Demonstrable experience in child protection, child rights, PSEA, AAP Interpersonal, management and conflict resolution skills. Results oriented and good team-player. Good computer skills, including knowledge of Microsoft Office (Word, Excel, PowerPoint), internet use and Lotus Notes.

Required Education, training, license, registration, and certification

Bachelor of Public Health or MD.
