Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction

Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

RESPONSIBILITIES

Logistics and Supply Chain Management

  • Oversee and provide strategic direction for the logistics department, ensuring proper supply chain management practices and procedures are in place and adhered to.
  • Manage the procurement process, ensuring transparency, compliance, and efficiency in line with Medair policies and donor requirements.
  • Ensure that all warehouses are fit for purpose, and monitor and report on their effectiveness, carrying out regular spot-checks.
  • Provide advice and planning support to project teams, managing supply routes and ensuring alignment with project plans.
  • Maintain accurate filing and documentation systems for all logistics transactions, ensuring audit readiness.  
  • Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and training of logistics staff.
  • Oversee proper asset and inventory management for the country program and ensure systems are well maintained to track assets properly.
  • Ensure accurate and efficient procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation.

Financial Management

  • Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met.
  • Ensure all internal financial controls are in place and that Medair and donor guidelines are followed, documented and shared.
  • Supervise the budget management and expenditure for support and shared costs, in collaboration with field managers and HQ staff, ensuring budgets are spent according to donor proposals and regulations and within the appropriate time frame. Advise the senior field managers on the financial status of the projects.
  • Monitor programme spending, ensuring relevant guidelines and procedures and being followed and that systems are in place for the prevention and detection of possible fraud.
  • Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements.
  • Ensure the timely preparation of monthly financial accounts, including accurate reconciliation of bank and cash balances, and ensure compliance with relevant financial policies.
  • Assist in the preparation and coordination of budgets, providing support and guidance to project staff throughout the process.
  • Supervise the finance team, ensuring adherence to accounting best practices, internal controls, and efficient financial operations.
  • Support the preparation of annual tax filings, ensuring compliance with local tax laws and regulations.

Team Management and Capacity Building

  • Supervise and provide leadership to the logistics and finance teams, including line management of relevant staff in both departments.
  • Foster an environment of continuous learning and development, offering coaching, mentoring, and capacity-building opportunities to staff, particularly in logistics and finance functions.
  • Encourage cross-departmental collaboration and ensure that logistics and financial teams support project operations effectively.

General Operational Oversight

  • Work with senior management to identify areas for operational improvement and implement solutions to optimize efficiency.
  • Ensure adherence to donor requirements, Medair’s operational standards and core values.
  • Maintain effective communication across all levels of the organization, ensuring staff in both Kabul and field locations are aligned with operational objectives.
  • Monitor and ensure that financial and logistical systems are effectively integrated, ensuring smooth operations across both areas.

Job Requirements

Education: Bachelor’s degree in business administration, Finance, Accounting, or a related field is required and a master’s degree (MBA) or similar is a plus. Professional qualification in logistics is desirable.

Relevant Experience:

  • Minimum 10 years of experience working in an NGO, with at least 2 years in senior management roles in logistics or finance.
  • Experience managing both logistics and finance operations in a complex and dynamic environment.
  • Proven experience with procurement, financial reporting, and managing audits.

Skills and Competencies

  • Excellent working knowledge of English (both oral and written).
  • Proficiency in MS Excel and MS Word; experience with cloud-based document management systems is an advantage.
  • Strong planning, analytical, problem-solving, and budgeting skills.
  • Excellent leadership, coaching, and team management abilities.
  • Ability to adapt in a rapidly changing environment, with a strong focus on continuous improvement.
  • Ability to work under pressure and manage multiple tasks simultaneously.
