Job Description

Objective of the position

To define, supervise and coordinate mental health, psychosocial support and protection programs and strategies. To guarantee the quality, relevance and scaling of the MHPSS strategy and interventions on the mission, respecting ACF and international standards and national policies

Mission 1: To contribute to the country strategy, and definition of the strategy and positioning of the MHPSS technical department  

The MHPSS Head of Department is responsible for:

  • The comprehensive systematic and satisfactory monitoring of the humanitarian situation in MHPSS sector in relation to the context evolution
  • The internal/external transmission of the collected and analyzed information
  • The definition of the mission sectoral strategy document in agreement with ACF international and national frameworks
  • His/Her contribution to the mission strategy and the sectoral strategy
  • To develop synergies between the MHPSS-P sector and the other technical sectors (FSL, NUT & Health, WASH)
  • Monitoring the implementation of the MHPSS-P mission strategy, its revision and its accountability 
  • The supply the advocacy strategy of the mission (in agreement with the advocacy objectives defined by the ACF)
  • Identification of the sectoral advocacy themes specific to the mission in connection with the Deputy Country Director

Mission 2: To coordinate identification of needs and formulation of project propositions

The MHPSS Head of Department is responsible for:

  • The coordination of identification of the humanitarian needs in MHPSS
  • The design, preparation and implementation of feasibility studies, needs assessment related to MHPSS projects
  • The involvement of the Logistical, Human Resources and Finance departments in definition/validation of the MHPSS projects
  • Contributing to the canvassing of donors for the sector and ensuring regular exchanges with the identified donors
  • His/Her participation to visits to donors (upon requests)
  • Elaboration of the MHPSS sections of projects propositions in accordance with the formats and the timescales of the donors

Mission 3: To support activities implementation, monitoring and carry out reporting on program/projects

The MHPSS Head of Department is responsible for:

  • The validation of the key steps and methodologies of the project’s implementation (chronogram, monitoring reports design baseline/endline survey, intervention framework design, impact measurement tools choice, technical studies, external evaluations)
  • For the close and regular technical support of the DHoD and PMs and for the capacity building of the whole MHPSS-P teams
  • The elaboration of monitoring and evaluation systems, its analysis and to take into account the results in order to ensure improvement of the projects
  • Contribution and validation, within the deadlines, of the MHPSS sections of the internal reports and the donor reports, as well as project amendments with the contribution of the teams

Mission 4: To guarantee the quality and accountability of the projects

The MHPSS Head of Department is responsible:

  • For the quality of the programs, and to ensure activities are following ACF and international technical standards
  • For guaranteeing respect of the SPHERE, IASC and WHO standards 
  • To ensure technical quality of the projects using ACF monitoring tools and processes
  • For issue and monitoring of the technical recommendations, adapting remotely if necessary
  • For alerting the Deputy Country Director and/or the HQ MHPSS Technical Referent regarding any major difficulties encountered on implementation of the recommendations and/or adaptation measures which are imposed
  • For the promotion of external and internal evaluations of the projects,
  • For the promotion of complaint mechanisms focusing on the transparency and ethics of the projects, in particular with the assisted populations
  • For the promotion of safety measures for the personnel and the populations within the MHPSS projects in collaboration with the Program Managers and the Logistics Department

Mission 5: To ensure the active involvement of ACF in the national sectoral coordination, the technical platforms and develop sectoral partnerships

The MHPSS Head of Department is responsible:

  • For representing ACF and for establishing relationships with partners, especially within Protection and Health Clusters, the MHPSS, GBV and CP Working Groups, the local authorities, agencies of the United Nations and the NGOs in his/her sector
  • For supporting program managers to attend inter-sectoral-meetings on regional / township level
  • For the contribution of ACF to various collaborative action plans or activities in the MHPSS and Protection sectors (Inter-Agency Contingency Plan, national sector strategy, etc.)
  • For technical communication (internal and external) over the MHPSS projects in association with the Deputy Country Director/Field Coordinator/ Program managers
  • For promotion of sectoral partnerships (civil society, NGOs, authorities, private sector, community-based organizations.) and the strengthening of their capacities

Mission 6: To manage the MHPSS teams

The MHPSS Head of department is responsible: 

  • For the dimensioning and recruitment of his/her team
  • For the operational and/or hierarchical management of his/her team
  • For evaluation of the technical performance and capacity building of all of the MHPSS team (DHoD, Program Managers, and MHPSS field teams)
  • For development of the mission’s MHPSS skills

 

Mission 7: To promote capitalization, innovation and research in the MHPSS department

The MHPSS-P Head of Department is responsible:

  • For capitalization of the MHPSS programs/interventions at mission level, its centralization and to have it channeled to the Deputy Country Director and the HQ technical advisor (technical developments, pilot projects, innovative or little-documented approaches, operational approaches which could act as a benchmark for the ACF network, successes/failures, contextual analyses, etc.)
  • For supervision of the capitalization work of the MHPSS Managers
  • For sharing of experience with the actors of the sector in the country and the region
  • For continuity of the MHPSS knowledge and history of the mission
  • For implementing new approaches proposed by the HQ MHPSS Team
  • For feedback on the technical and research development needs to the Deputy Country Director and the HQ technical advisor and for design of project proposals to this effect (response to calls for ACF internal research projects)
  • For implementation and monitoring of the research projects 
  • For exploration of scientific and technical partnership (laboratories, universities, research centers, institutions, private sector…)
  • For development of his/her technical skills in line with the sector’s evolution

Mission 8: Guarantee and ensure the confidentiality of data collected during the MHPSS activities of the mission

The MHPSS Head of Department is responsible to:

  • Ensure data confidentiality, ownership of project beneficiaries and ACF
  • Guarantee the confidentiality of clinical interviews / individual or group counselling with the psychologists and psychosocial workers in charge

Mission 9: Support protection mainstreaming for all sectors

The MHPSS Head of Department is responsible to:

  • Provide support to the mission to consider protection mainstreaming through all programs, proposals and strategies, with appropriate activities and indicators
  • Ensure the dissemination of ACF protection strategy and provide sensitization/training on protection mainstreaming to ACF staff (MHPSS-P & other departments)
  • Strive for child protection and GBV specific sub-sectors systematic integration into MHPSS interventions

Mission 10: Facilitate the efficient and effective Operations of the MHPSS technical working group

The MHPSS Head of Department is responsible to:

  • Recruitment and supervision of the TWG- coordinator
  • Provide clear guidance and direction: Ensure that the technical working group understands its purpose, goals, and objectives. Clarify roles and responsibilities, establish expectations, and communicate the importance of the group's work. Provide guidance on how to conduct effective meetings, set priorities, and manage timelines.
  • Monitor and evaluate performance: Regularly assess the technical working group's performance against established goals and objectives. Monitor progress towards deliverables and timelines, identify potential roadblocks or challenges, and take action to address them. Provide constructive feedback and recognition for successes and achievements, and encourage continuous improvement through ongoing learning and development opportunities.

Job Requirements

Level of Studies and relevant Experience: Master degree in Psychology with 5 years of Experience in the same or similar level OR Bachelor degree with 7 years of same or similar experience.

Skills required

  • Mandatory excellent knowledge/experience in Mental Health and Psychosocial Support
  • Knowledge/experience in gender mainstreaming would be a plus
  • Knowledge/experience in protection mainstreaming would be a plus
  • Organization and planning skills of meetings
  • Fluent in English, Dari and Pashto
  • Computer skills
  • Excellent communication and interpersonal skills
  • Enthusiastic and team player
  • Dependable and autonomous
  • Flexibility
  • Knowledge and experience of working in a multicultural environment and integrated Health/protection programs

Required skills

  • Humanitarian field experience
  • Clinical, intercultural and/or humanitarian psychology experience ideally working with refugees, IDPs and asylum seekers
  • Experience working with MHPSS and Protection partners
  • Experience in project management cycle and capacity building/system strengthening
  • Experience in team management and clinical/technical supervision, ideally also with remote management
  • Experience with proposal and reports writing
  • Excellent English spoken and written
  • Microsoft Office skills
  • Sense of confidentiality, maturity and demonstrated cultural sensitivity
  • Experience collaborating with Nutrition / Health; FSL and WASH sectors is preferred
