The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Head of KMO finance unit will work under direct supervision of Finance Director. Will be positioned at KMO finance unit (KFU) of Finance Department. Stationed in Kabul Management Office (KMO). The head of KFU will be responsible to oversee the overall financial operations and financial wellbeing of KMO. S/he will manage to supervise 2 current staff members in the unit. S/he should make sure that the expenditures are according to the budget, SCA financial regulations, donors’ and auditors’ requirements, in line with generally accepted accounting principles, and other accounting legislation and SCA steering and procedural guidelines. Provide regular feedback to budget holders about any deviations from procedure and provide capacity building trainings/orientations to all those who are involved in financial transactions. Responsibilities: To contribute to the design and establishment of the financial system, chart of account, bookkeeping procedures, internal control framework, and existing procedures and make recommendations to improve the system to produce timely and accurate financial reports. To oversee the financial operations and financial wellbeing of KMO through in-depth analytical skills. And advise on, cost effectiveness and cost efficiency, monitor the organization’s finances and produce financial reports. Work closely with finance management to develop and implement strategies and plans to achieve the organization’s long-term objectives. To use data analysis techniques to advise management on improved decision making and ways of cost effectiveness. To periodically review the KMO financial reports and identify opportunities for cost reduction. To prepare financial statements, supplementary notes to annual accounts, activity reports, contribution/income list (fund received register), periodic analysis of the FX rates and inflation rate, and financial forecasts. To ensure that the KFU financial records and recordkeeping methods are in compliance with applicable standards and regulations. To develop strategies and routines that work to minimise financial risks. To monitor the expenditures against the budget and report to the FD and the concerned units if over/under spending occurs. To actively take part in procurement committee meetings (OMMC) if, and when required. To make the annual budget for the KMO finance unit (KFU) and approve the costs for the payment of KFU in line with authority matrix. To maintain an appropriate control over the transfer of funds (from SMO to KMO and from KMO to SCA regional offices) considering the liquidity plan and bookkeeping of funds. To supervise and control the day-to-day operations of the KMO finance units. And to make sure the sound and appropriate cash management practices in place. To approve the procurement demand form and expenditure summary sheet in line with her/his authority level. To prepare the monthly bookkeeping currency exchange rates for CAU. And to facilitate and oversee the process of currency conversion (foreign currencies into operational currency). To make regular follow up of receivable and payable ledger accounts and other unsettled accounts of the KMO account specifications. To prepare all KMO staff salary payrolls. Through transfer of own knowledge and skills, enhances the ability of KFU staff. As well as identify training needs of KFU staff and prepare training plan and/or give recommendations to KMO-HRM to include the staff need in annual competence development plan. And develop good cooperation with SCA units, SCA banks, authorities, institutions and other NGOs. To assist DFD/FD in all matters relating to annual account preparation, internal and external audit queries, and preparing information required for internal and external sources. Master’s degree, or equivalent, in relevant professional field (post-Graduate from any recognized business school, college, or university, having MBA with major courses of finance. Preferably CFA, ACCA, CMA or CPA). 5-7 years relevant work experience within international development, with NGOs, UN agencies, private sectors or similar organisation. (At least 5-year relevant work experience in the field of financial analysis, financial management, accounting, project management, familiarity with sophisticated financial software and tools for data mining and analysis. Should have experience of cash management, internal control & compliance, budget management, knowledge of financial reporting standards, tax regulations, bank and other industry legislation). Others: Demonstrated team-building capabilities and strong organisational, interpersonal, communication and negotiation, attention to detail skills. Proven ability to prioritise, delegate, handle multiple tasks and meet deadlines - Ability to take initiatives, innovate and pursue work proactively Ability to analyse information, evaluate options and to think and plan strategically Experience of planning, reporting and budgeting Gender and cultural sensitivity required Excellent command of spoken and written English and Dari/Pashto Computer skill at operator level, especially with MS excel and other MS Office packages. Ability to synthesize large quantities of complex data into actionable information and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
