The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Position Overview
With the Support and Guidance from Grants Manager, the Grants Officer will be Responsible for
implementation of the Grants making cycle; Ensuring subgrants payments, Monitoring (field visits) and
reporting. He/She will support and provide practical operational guidance to the local and international
non-US organizations to meet the contractual requirements and minimum reporting standards. And
ensures compliance to donor, Jhpiego and Country regulations.

Responsibilities
Review sub grantees monthly invoices and monthly expenditure reports.
Ensures the accuracy, presentation and timeliness of all grant financial reports.
Review supporting documents with invoices and expenditure where each sub grantee
submits requests for reimbursements, liquidations, financial status and monitoring.
Provide financial review feedback for all sub grantees and assess the implementation of the
recommendations set forth on regular basis.
Collect and maintain complete documentation of submission/transmittal of reports that are
specific to grants under prime awards:
a. Inventory of property in sub grantees’ custody
b. VAT reports of sub grantees
c. Audit reports of sub grantees
d. Other deliverables financial of sub grantees
e. Conduct site visits to sub grantees to provide technical support, and orient sub grantees
on respective donors’ rules and regulations.
Organize and maintain all financial project documents and files related to grant process and
individual sub grantee activities.

and/or organization

Qualifications and Requirements:
Bachelor's degree or equivalent with 4 years of relevant experience
Minimum three years of experience in subgrants management/implementation and/or
contracts management with International Organizations on preferably USAID funded projects.
Demonstrated expertise with cost principles, reporting requirements, financial regulations and
management systems
Demonstrated experience working on USG funded projects and knowledge of USG rules and
regulations
Excellent verbal, written and presentation skills
Ability to work in a complex environment with multiple tasks, short deadlines and intense
pressure to perform
Ability to travel to provinces at least 25% of the time
Fluency in English and Dari languages
